Hai Phong boosts efforts to expand social insurance coverage

After eight years of implementing Resolution 28-NQ/TW, the number of social insurance participants in Hai Phong has reached 1,105,766, accounting for 55% of the working-age labour force.

The figures were reported at a conference held on March 26 by the Hai Phong Labor Federation, which reviewed the implementation of Resolution 28-NQ/TW of the 12th Party Central Committee on reforming social insurance policy and outlined plans for policy, legal affairs and labor relations in 2026.

Of the total participants, 119,803 are enrolled in voluntary social insurance The number of unemployment insurance participants stands at 949,688, or 47.67% of the working-age labor force, an increase of more than 271,000 compared with 2018.

Across the city, nearly 306,000 people have received social insurance benefits, while almost 3 million cases have been paid sickness and maternity allowances. More than 871,000 people have received unemployment benefits, reflecting the system’s role in supporting residents.

Speaking at the conference, Nguyen Van Phiet, Vice Chairman of the Hai Phong Labor Federation, said the resolution aims to achieve universal social insurance coverage and ensure sustainable social security.

He urged trade unions at all levels to intensify communication and mobilization efforts to encourage workers to join the system, while also strengthening inspections and oversight of social insurance compliance at enterprises, taking firm action against evasion and arrears to protect workers’ rights.

As part of the event, the fund supporting loans for poor workers under the Hai Phong Labor Federation introduced its ongoing credit packages, helping grassroots unions promote access among members and workers, thereby contributing to reducing reliance on informal and high-interest “black credit” sources.
