Hai Phong plans health insurance subsidies for social groups

The Hai Phong People’s Council is drafting a resolution on health insurance subsidies for social groups across the city.

Before merger, the former Hai Duong province and Hai Phong city had applied different support levels for health insurance contributions across various groups.

To unify the support levels after the merger, the Hai Phong People’s Council is developing a resolution regulating support for health insurance contributions for social groups in the city. This reflects the city’s attention to vulnerable groups and contributes to ensuring social welfare policies in a harmonized and consistent manner, aligning economic development with social issues under the principle of “leaving no one behind.”

According to the draft resolution, the city budget will cover 100% of health insurance contributions for elderly people aged 60 to 74 who do not receive pensions or monthly social subsidies (those aged 75 and above without pensions already have their insurance paid by the State and continue to receive full coverage for eligible medical costs); members of the city Blind Association who have not been granted free health insurance cards; individuals living with HIV/AIDS as regulated by law; etc.

The city will support 30% of contributions for near-poor households (in addition to the 70% already covered by the State), bringing total support to 100%.

It will support 20% for households engaged in agriculture, forestry, fishery, or salt production with average living standards (in addition to the 30% covered by the State), bringing total support to 50%.

It will also support 70% for workers collecting waste in village and residential area sanitation teams confirmed by commune-level People’s Committees as not belonging to enterprises or cooperatives.

The city’s annual budget for supporting health insurance contributions for these social groups is projected at more than 396 billion VND, and nearly 1.981 trillion VND for the 2026 – 2030 period.
