Minister of Construction Tran Hong Minh has urged Hai Phong city to continue focusing on site clearance to ensure clean grounds to launch Lao Cai – Ha Noi – Hai Phong railway project on time.
Minister of Construction Tran Hong Minh inspected the site of Lao Cai – Ha Noi – Hai Phong railway project at Nam Hai Phong station in Duong Kinh ward, Hai Phong city on the afternoon of July 24.
Attending the working session on behalf of Hai Phong city's leadership were Secretary of the city Party Committee Le Tien Chau, Chairman of the city People’s Committee Le Ngoc Chau, and leaders of relevant departments, sectors, and localities.
As reported by the city People’s Committee, Hai Phong identified over 1,700 households requiring resettlement and tasked the project owner with implementing 14 resettlement projects, covering a total area of more than 59 ha.
Thanks to efforts of various departments and localities, the city has completed land measurement, record extraction, and land ownership verification to support the mainline land acquisition. Temporary boundary markers have also been placed to manage the land since June 16.
During the inspection, Minister Tran Hong Minh commended proactive and well-coordinated efforts of the involved units and localities in preparing for the project.
Emphasizing the project’s significance as a national key transport initiative that will facilitate import-export activities and boost the development of logistics and industry, he required the city to maintain high focus on site clearance to ensure clean grounds for the project's groundbreaking on December 19, 2025 in accordance with the Government’s direction.
The Minister also emphasized the need for close coordination with localities during the processes of site clearance, compensation, and resettlement to develop tailored policies for each affected group. These policies must be diverse, transparent, and effective, enabling the affected residents to make informed choices and feel secure in rebuilding their lives.
Support measures may include cash payments, access to social housing, or on-site resettlement. If necessary, a lottery system should be used for resettlement allocation to ensure fairness and transparency and foster public consensus.
Hai Phong should also review and adjust planning for areas surrounding stations and consider upgrading the inland waterway port system to take full advantage of development opportunities once Lao Cai – Ha Noi – Hai Phong railway comes into operation.
The section of Lao Cai – Ha Noi – Hai Phong railway that passes through Hai Phong is approximately 90 km long and traverses 24 communes, wards, and special zones. The total land area to be acquired for the project is about 624 ha, with an estimated site clearance cost exceeding 9.7 trillion VND.
