After 25 years of implementation, the movement ‘All people unite to build cultural life’ has contributed to fostering the all-round development of Hai Phong people.

The Hai Phong Steering Committee for the Movement “All People Unite to Build Cultural Life and Family Affairs” held a review of 25 years of implementing the movement “All people unite to build cultural life” (2001–2025) and honored 114 exemplary cultural families in 2025 at the city Convention and Performance Center on December 24.
Addressing the conference, Vice Chairman of the city People’s Committee Nguyen Minh Hung affirmed that after 25 years of implementation, the movement has become a broad-based, enduring social movement with strong pervasive effects, making an important contribution to strengthening the great national unity bloc from the grassroots level.

To date, all communes, wards, special zones, hamlets and residential groups across the city have implemented the movement; the annual rate of cultural families has been maintained at over 95%, with 75 – 80% of hamlets and residential groups achieving cultural titles.
The Vice Chairman emphasized that in the new development phase following the merger at the provincial level and the implementation of the two-tier local government model, the movement “All people unite to build cultural life” needs to be elevated more clearly.
This should not merely be a mass mobilization movement but must become an important political and social task, directly contributing to building people and the social environment from the grassroots, he noted.

Party committees, authorities and steering committees at all levels need to focus on identifying the building of socialist people in Hai Phong as the central objective of the movement, while fostering core values of patriotism, affection, discipline, responsibility, creativity and integration.
At the same time, efforts should be made to elevate the building of cultural families in association with building cultural environments in communities, offices, schools, enterprises and cyberspace; promote the role of the people as key actors in community self-governance; and consolidate organizational structures, renew leadership methods, and evaluate the movement in a substantive and sustainable manner in line with the city’s development requirements in the new phase.
