Hai Phong is stepping up efforts to support businesses and strengthen corporate and entrepreneurial culture, laying a solid foundation for expanding development opportunities and promoting deeper integration.

A core driver of sustainable development
Hai Phong currently has 54,549 active businesses, up 17.06% year on year. In 2025, the private economic sector accounted for 41.8% of the city’s GRDP, grew by 10.3%, and provided jobs for 64.32% of the total workforce. During the first eight months of 2026, the private sector contributed 63.4% of Hai Phong’s domestic budget revenue.
The business community has also actively contributed to social initiatives, including disease prevention and control, disaster preparedness and response, and major events held in the city.
Hai Phong is also leading the country in the Provincial Competitiveness Index and the Public Administration Reform Index. The city’s business community and entrepreneurs have contributed to these achievements. Legal compliance, a strong sense of responsibility, and business culture and ethics are important factors in building a transparent, healthy and sustainable investment and business environment.
Working together to build and promote entrepreneurial culture

As Hai Phong becomes increasingly engaged in the global marketplace, greater emphasis needs to be placed on developing a strong culture of business ethics. In the new development phase, Hai Phong entrepreneurs are expected to embrace the values of intelligence, resilience and humanity, while building businesses that are larger in scale and stronger in capacity, integrity, innovation and social responsibility.
According to Chairman of the Board of Directors of Shinec Joint Stock Company Pham Hong Diep, the proper development of entrepreneurs, businesses and sustainable social value requires the orientation, support and partnership of the Party, government and socio-political organizations.
Throughout the development of businesses in Hai Phong, Party organizations and authorities at all levels have played a supportive role, helping shape long-term visions, creating a favorable business environment, and safeguarding ethical values and the interests of workers in the private sector.
According to Mr. Thang, businesses should not focus on production and business performance. They also need to develop the distinctive corporate culture of the Port City, comply with the law and fulfill their responsibilities to the community. The Hai Phong Business Association will continue to accompany and support businesses in strengthening governance capacity, enhancing business linkages and pursuing sustainable development.
Hai Phong is focusing on improving the investment and business environment, accelerating administrative reform and digital transformation, enhancing the quality of services for residents and businesses, and strengthening dialogue to address difficulties and obstacles while working alongside businesses.
In early April 2026, the Hai Phong People's Committee issued a Code of Entrepreneurial Ethics for Hai Phong, aimed at standardizing the city’s business community and laying the groundwork for promoting values of integrity and transparency in business.
Recently, Hai Phong Department of Finance has co-hosted a seminar themed ‘Entrepreneurial Culture in Hai Phong: Intelligence – Resilience – Humanity’. The event helped clarify the core values of corporate culture and provided businesses with additional approaches to developing their own values and standards for culture and business ethics. These efforts are expected to contribute to building a healthier business environment and strengthening the city’s competitiveness.
