Secretary of the Hai Phong Party Committee Le Tien Chau has required early completion of documents for consideration and decision on investment in the Sat river embankment and the Thai Binh river dike upgrading.
Secretary of the Hai Phong Party Committee Le Tien Chau inspected several projects to renovate and upgrade key dike sections across the city on the afternoon of November 26.
The leader directly inspected and listened to reports from representatives of departments and units on the progress of the Sat river embankment project from Cay to Cat bridges across the Kim Son river and the project to renovate and upgrade the right bank of the Thai Binh river from Km9+600 to K48+752, from the starting point adjoining the right bank of the Thai Binh river in Bac Ninh province to the endpoint in Chi Minh commune.
Secretary Chau emphasized that implementing these projects is essential to ensure flood prevention and control safety, improve dike-top traffic capacity, environmental conditions, and urban and rural landscape, contributing to sustainable socio-economic development.
The city People’s Committee and relevant units need to promptly finalize documents and submit them to the Standing Board of the city Party Committee for consideration and decision on investment in the two projects in the first quarter of 2026, aiming to begin construction as soon as possible, Chau noted.
Inspecting the project to build a new dike to replace the right bank of the Lach Tray river from Km14+350 to Km16+100, Secretary Le Tien Chau required the city Management Board for Transport and Agriculture Construction Projects (the project owner) to accelerate construction progress and complete the project before the 2026 rainy and storm season, specifically in June 2026.
For the project on the left bank of the Van Uc river and the right bank of the Lach Tray river within the city’s jurisdiction (under the Flood Risk Management and Climate Change Adaptation Project – ADB10), the Secretary instructed the city People’s Committee and the Department of Agriculture and Environment to work closely with the Ministry of Agriculture and Environment and relevant agencies to accelerate progress and soon begin construction, helping improve the effectiveness of flood and storm prevention across the city.
The Sat river embankment project, from Cay bridge to Cat bridge, is expected to dredge approximately 12.5 km of riverbed; construct 13.8 km of embankment; build a management, operation, and rescue road along the embankment; and combine landscape and greenery improvement in suitable areas to efficiently utilize riverside land. The project has a total investment of 2.995 trillion VND.
The project to renovate and upgrade the right bank of the Thai Binh river covers 39.1 km in the communes and wards of Tue Tinh, Viet Hoa, Thanh Dong, Hai Duong, Tan Hung, Dai Son, and Chi Minh.
Specifically, the project will repair and upgrade the right bank of the Thai Binh river to ensure flood control and widen the dike surface for combined transport use. Total investment is estimated at 2.107 trillion VND.
Both projects will be implemented during 2025 – 2029.
