Amid the need to enhance aviation infrastructure capacity to meet the growth of passenger and cargo transport, Hai Phong leaders are focusing on directing synchronized implementation of component projects at Cat Bi International Airport.

Readiness for site handover
Under the master plan, Cat Bi International Airport has three key component projects under implementation, namely T2 passenger terminal construction, phase two aircraft parking apron expansion, and cargo terminal construction. All three projects are being carried out in accordance with procedures and schedules by Airports Corporation of Vietnam (ACV).
According to a report by the People’s Committee of Hai An ward, compensation, support, and site clearance for the projects have recorded positive results. To date, many areas have basically completed site clearance and are eligible for handover to the investor for construction.
To accelerate progress, the ward People’s Committee has issued 125 land recovery notices covering a total area of more than 16 ha, and has handed over more than 3 ha of cleared land to ACV for project implementation in accordance with regulations. The remaining area is being further reviewed and carried out in line with the law.
Along with local efforts, Hai Phong leaders have repeatedly conducted on-site inspections and directed related departments, agencies, and units to focus on removing obstacles, identifying site clearance as a prerequisite for ensuring that the key projects related to Cat Bi International Airport are done on schedule.
Round-the-clock construction
Alongside site clearance, the construction of the projects at Cat Bi International Airport is being accelerated. In areas where land has been handed over, contractors are mobilizing maximum machinery, equipment, and manpower, organizing construction on multiple fronts and shifts to shorten implementation time.

The phase two aircraft parking apron expansion project has a total investment of 1,151 billion VND and was launched in May 2025. Its main items are currently being implemented as planned, strictly ensuring airside safety requirements while the airport continues to maintain regular flight operations.
Nguyen Van Minh, site manager of the project, said that immediately after receiving the site, the contractor mobilized equipment and experienced personnel in aviation construction, organizing continuous work in three shifts and four teams, flexibly arranged by time slots to minimize impacts on flight operations.
The cargo terminal project has a designed capacity of 100,000 tons of cargo per year, with a provision for expansion to 250,000 tons per year. With its important role in enhancing the city’s air logistics capacity, the project’s main items are being carried out synchronously, with construction progress being accelerated.
Commenced in August, the T2 passenger terminal project, with a total adjusted investment of 2,689.8 billion VND and a designed capacity of five million passengers per year, is also in an intensive construction phase.
Cat Bi International Airport plays a particularly important role in the transportation infrastructure system and development strategy of Hai Phong. As site clearance bottlenecks are removed and on-site construction progress is accelerated, the key projects here are expected to be completed on schedule.
