Prompt site clearance to hasten project construction progress

Chairman of the Hai Phong People’s Committee Le Ngoc Chau has urged local authorities to promptly complete site clearance for key projects.

Chairman of the Hai Phong People’s Committee Le Ngoc Chau inspected preparations for the groundbreaking ceremonies of several projects on November 1.

During the inspection at the Hai Duong Nam Station site, part of the Lao Cai – Ha Noi – Hai Phong high-speed railway project, the chairman emphasized that this is a national key project which, once completed, will improve the city’s transport network and enhance both domestic and international railway connectivity.

Hai Duong Nam Station is one of the projects selected for simultaneous groundbreaking on December 19; therefore, the Party committees and authorities of Gia Loc and Yet Kieu communes should strengthen communication and encourage residents to hand over land for the project implementation, striving to complete site clearance by November 15 at the latest, Chau noted.

The bypass section of National Highway 37 through Gia Loc town, connecting Thong Nhat bridge/National Highway 37 with Ring Road I, has a total length of 5.42 km and a total investment of 612.1 billion VND. The project began in August 2025 and is expected to be completed by December 2025.

To ensure progress, Chairman Chau required Gia Loc commune to seriously draw lessons from previous implementation and, especially for projects involving resettlement, to take proactive steps in site clearance.

He directed the Departments of Agriculture and Environment, Construction, and Finance to promptly guide and assist Gia Loc commune in completing resettlement procedures by November 10. The commune must speed up and complete site clearance within November 2025. The project contractor was requested to mobilize manpower, equipment, and materials to accelerate construction and strive to open the road to traffic before the Lunar New Year of 2026.

The project to build a bridge over the Thai Binh river and approach roads on Ring Road I, section from provincial road 391 to provincial road 390C, has a total length of 2.47 km, including a 663.6 m bridge. With a total investment of 1.2282 trillion VND, the project started on August 19 and is scheduled for implementation from 2024 to 2027.

Chairman Le Ngoc Chau tasked the construction unit to assign experienced and highly qualified technical staff who have previously worked on projects of similar scale. He urged the unit to mobilize maximum machinery, equipment, and manpower, ensure adequate supply of materials, and strive to complete the project before the Lunar New Year of 2027.

The project to upgrade and expand provincial road 391 from the former Hai Duong city to the east-west trunk-road has a total length of 13.8 km and an investment of 1.3926 trillion VND. After inspecting construction progress, Chairman Le Ngoc Chau instructed Tan Hung ward to complete site clearance and ensure consistent application of compensation and resettlement policies across localities.

As this is a key transport route, the construction unit, upon receiving the cleared site, must develop a scientific work plan, mobilize maximum resources, and coordinate with local authorities and the city police to manage traffic flow, ensure safety, and maintain environmental hygiene during construction. The contractor must also devise measures to shorten the project timeline as much as possible.
