Hai Phong accompanies businesses, creates transparent, sustainable investment environment
Hai Phong has remained steadfast in its view that when businesses succeed, the city thrives, and when the city thrives, businesses become more prosperous.

The Hai Phong People’s Committee held a meeting with more than 400 delegates and representatives of associations and outstanding enterprises across the city on the afternoon of October 11 to mark the 21st Vietnam Entrepreneurs’ Day (October 13, 2004 – 2025).
Businesses accompany Hai Phong’s development
Speaking at the meeting, Vice Chairman of the Hai Phong People’s Committee Tran Van Quan emphasized that the city’s business community is a core force contributing directly and consistently to Hai Phong’s socio-economic development.

The city currently has more than 43,000 active private enterprises, which contribute over 40% of GRDP, more than 50% of total domestic budget revenue, and create jobs for about 50% of the workforce.
Hai Phong has 16 private enterprises among Vietnam’s top 500 largest private companies. The business community continues to grow in both scale and quality, demonstrating resilience and creativity while engaging in domestic and international value chains.

The business community has helped Hai Phong become the only locality in Vietnam to maintain double-digit GRDP growth for 10 consecutive years, with a clearly shifting economic structure toward industrialization, modernization, digitalization, and green growth.
The city’s entrepreneurs have affirmed their pioneering, dynamic, and innovative roles, making sustained contributions to the city’s economic growth, job creation, social welfare, and international integration.

Hai Phong aims that by 2030, it will have over 87,000 active enterprises and at least three major companies participating in global value chains. By that time, the private sector will grow at 14.5 – 15% per year, contribute 43 – 45% of GRDP and 55 – 57% of domestic budget revenue (excluding land use fees), and employ 60 – 62% of the workforce, with labor productivity increasing by 9.5 – 10% annually.
The city will also strive for more than 85% of entrepreneurs to hold college or university degrees, 3.5 – 4% of private enterprises to rank among Vietnam’s top 500, at least two among the top 100, and to develop regional-scale companies with national brands playing key roles in global value chains.

Hai Phong commits to supporting sustainable business growth
Speaking at the meeting, Nguyen Quang Vinh, Vice President of the Vietnam Chamber of Commerce and Industry (VCCI), said that for Hai Phong’s business community to grow inclusively and sustainably, the city should continue to promote institutional and administrative reform, digitalize all administrative procedures, and reduce business costs.
Vinh suggested that Hai Phong develop the private sector as a main driver of growth, assign private enterprise development targets to each administrative level, and introduce financial, trade promotion, and digital transformation support policies for small- and medium-sized enterprises.

Concluding the meeting, Chairman of the Hai Phong People’s Committee Le Ngoc Chau acknowledged and highly appreciated the positive and responsible contributions of the city’s business community to Hai Phong’s socio-economic development and social welfare activities over the past time.
Chau affirmed that the city government is committed to accompanying, supporting, and creating the most favorable conditions for businesses to grow sustainably and achieve greater success. He reiterated the city’s consistent view: “When businesses succeed, the city thrives; and when the city thrives, businesses become more prosperous.”
He called on entrepreneurs to continue working alongside the government, proactively propose solutions, choose breakthrough and innovative directions, seize opportunities, and not only pursue sustainable development but also contribute actively to the overall progress of Hai Phong and Vietnam.
