Hai Phong to create new growth pole from specialized economic zone

A specialized economic zone to be established in the western part of Hai Phong is expected to become a new growth pole fostering balanced development with the city’s two existing coastal economic zones.

First specialized economic zone in Vietnam

The Standing Board of the Hai Phong Party Committee has recently approved the establishment of a specialized economic zone (EZ) at the core of the city’s western industrial growth region (south of the Ha Noi–Hai Phong Expressway), with a total estimated area of about 5,300 ha, spanning six communes of Thuong Hong, Nguyen Luong Bang, Bac Thanh Mien, Thanh Mien, Hai Hung, and Binh Giang.

The zone is expected to contribute 3 – 4% of the city’s gross regional domestic product (GRDP) by 2030 and over 5% in the years beyond 2030.

The Specialized EZ aims to become a new growth pole, forming a complementary value chain with the city’s two existing coastal ones, namely Dinh Vu–Cat Hai and Southern Coastal EZs.

On this foundation, Hai Phong’s development space will be more balanced, creating close linkages between the international seaport–coastal areas and the inland high-tech production, logistics, and innovation centers.

Standing Vice Chairman of the Hai Phong People’s Committee Le Anh Quan said the early establishment of the specialized EZ in the city’s western region holds significant strategic importance for Hai Phong.

This will be the first specialized EZ in Vietnam, creating a new growth driver, rationally restructuring the city’s development space, and unlocking bottlenecks to help Hai Phong achieve major breakthroughs in the coming years. It will also help expand the city’s influence from the coastal region to the entire Red River Delta.

According to the People’s Committee’s proposal, the EZ will include 11 industrial parks covering a total area of more than 2,813 ha. Of these, six industrial parks, totaling more than 1,249 ha, are already included in the former Hai Duong provincial plan through 2030, while five potential parks with a projected total area of over 1,564 ha will be developed once conditions allow.

The city plans to develop multi-sector industrial clusters suited to the zone’s strengths and potential. In addition, a trade, service, logistics, and non-tariff area of around 230 ha is planned within the zone.

After the Prime Minister approves the establishment of the specialized EZ, the city will prepare a master plan for the zone and develop specific investment and capital mobilization plans for each project.

Hai Phong also encourages all economic sectors and enterprises, both domestic and foreign, to invest in the specialized EZ across various industries.

The total investment in the EZ is estimated at about 338.017 trillion VND.
