Building on last year’s successes, Hai Phong will implement coordinated foreign affairs strategies in 2026, aiming to attract investment, expand international cooperation, and consolidate its position on the global stage.

On January 6, the Hai Phong Department of Foreign Affairs held a conference to review foreign affairs activities in 2025 and outline key tasks for 2026. The conference was attended by the Deputy Minister of Foreign Affairs and Chairman of the Vietnam National Commission for UNESCO, Ngo Le Van, and the Vice Chairman of the Hai Phong City People’s Committee, Hoang Minh Cuong.

Addressing the conference, Deputy Minister Ngo Le Van commended the achievements of Hai Phong’s foreign affairs work in 2025. He noted that the city had successfully hosted a number of major international events, attracting foreign direct investment (FDI) and enhancing Hai Phong’s international standing through the promotion of UNESCO-recognized heritage values.
He stressed that in 2026, Hai Phong should continue to implement foreign affairs in such a comprehensive and coordinated manner, playing a pioneering role in shaping a favorable external environment and effectively advancing the three core objectives of foreign affairs: safeguarding security, promoting development, and enhancing the nation’s standing.

In 2025, Hai Phong’s foreign affairs recorded notable achievements. The city received more than 400 international delegations and expanded cooperation ties with over 30 foreign localities.
Hai Phong successfully hosted the third APEC Business Advisory Council (ABAC III) meeting, during which 39 investment projects with a total value of more than USD 15.6 billion were signed. Alongside economic and investment promotion, Hai Phong has stepped up cultural diplomacy, promoted tourism, strengthened its international image, and actively participated in multilateral cooperation mechanisms.
At the same time, the city is focusing on building a professional contingent of foreign affairs officials with strong foreign-language proficiency and solid knowledge of international law, ensuring that foreign relations continue to serve as an effective bridge connecting Hai Phong with the world.
