Hai Phong mobilizes resources to accelerate economic growth

Important results

Amid continued complex and unpredictable developments in the global and regional situation, close direction from the City Party Committee and flexible management by authorities at all levels have helped the city achieve notable results across various sectors.

The city's economy has maintained strong growth momentum, with GRDP growth estimated at 13.09% in the third quarter and 12.08% in the first nine months of the year. This marks the highest growth rate in six years, ranking third nationwide and placing Hai Phong among the three localities with growth exceeding 12%.

In addition, the Index of Industrial Production (IIP) is estimated to have risen by 15.23% in the first nine months. Total investment disbursed in the city in the third quarter reached nearly VND 98 trillion, up 14.9% year over year, while exports totaled USD16.2 billion in the quarter. State budget revenue reached VND 163.746 trillion in the first nine months, equivalent to 84% of the estimate.

Public investment disbursement recorded several positive developments in the third quarter. By September 30, the city had disbursed VND 30.78 trillion, equivalent to 83.37% of the assigned capital plan after excluding the 5% expenditure savings requirement. This lifted Hai Phong's national ranking for disbursement from 14th in the second quarter to fifth.

During the third quarter, construction began on four industrial clusters and one industrial park, with total investment of nearly VND 6 trillion. The city also put its Free Trade Zone into operation and received commendation from the Prime Minister for its compensation work on the Lao Cai-Ha Noi-Hai Phong railway project.

Drawing on its leadership experience during the first nine months of the year, the City Party Committee identified several important lessons, particularly the need to promptly implement directives from Central authorities, remain committed to the double-digit growth target, and tighten discipline and accountability, especially among officials in leadership positions.

Decisively implementing key measures

For the final three months of the year, the City Party Committee has instructed the Party Committee of the City People's Committee to focus on maintaining the target of annual GRDP growth of at least 13%, ruling out any reduction in the target and proactively developing alternative measures when resources become constrained.

The city will continue to resolve difficulties of more than 300 major industrial enterprises, aiming for IIP growth of approximately 19% in the fourth quarter to achieve an annual increase of at least 15.5%. It will also accelerate the completion of a proposal for eco-industrial clusters and a proposal to revive the shipbuilding industry.

A major breakthrough will be the acceleration of administrative reform. From October 15, 2026, the city aims to cut by at least 50% the time required to process administrative procedures related to investment, production, and business activities. It will ensure that 100% of applications are received and results returned through the Public Administration Service Center, ending situations in which officials meet privately with businesses.

In addition, the city will focus on resolving obstacles affecting 151 long-delayed projects, with particular emphasis on bringing six major projects to a definitive resolution. Hai Phong will accelerate the completion of procedures to commence construction of berths 7, 8, 9, and 10 at Lach Huyen International Gateway Port, the city's east-west expressway, and Seraphin waste treatment plant.

With the united efforts of the entire Party organization, authorities, and people, Hai Phong is determined to fulfill all targets and tasks set for 2026.
