Hai Phong expands mobile public services to improve access

Hai Phong is expanding mobile public administrative services across its wards and communes, using mobile service points and door-to-door assistance to make government services more accessible.

Taking services directly to residents

Despite heavy rain brought by Storm No. 1 on July 4, officials from the Public Administrative Service Centre in Nhi Chieu Ward visited the homes of Bui Thi Dan, Tran Thi Bay of Ha Chieu Residential Group and Nguyen Thi Mien of Duyen Linh Residential Group to assist them with administrative procedures.

The three elderly residents, all in poor health, required support in completing procedures to receive social assistance benefits.

Tran Thi Dan said residents previously had to arrange time to visit the ward office whenever they needed administrative services, particularly document certification. Now, officials come directly to Residential Groups and residents' homes to provide guidance, making the service far more convenient, especially for older people.

The initiative has reduced travel time and costs for residents while improving satisfaction with public administrative services. Assistance is available for a range of procedures, including certified copies of original documents, certification of personal records, extracts of birth and death records, certificates of marital status, health insurance procedures and construction permits.

Similar initiatives have also been introduced elsewhere in the city. In Thuy Nguyen Ward, local authorities have launched a mobile administrative task force that brings services directly to residents' homes.

Launched in late June 2026, the program prioritizes elderly residents in poor health, people with meritorious service, social assistance beneficiaries and pensioners with limited mobility. Residents can register through the head of their Residential Group or the ward's Public Administrative Service Center.

Building a more people-centered administration

Mobile public administrative service models are being rolled out across Hai Phong, with each locality adapting the approach to its own conditions.

In Kinh Mon Ward, the Public Administrative Service Center, in coordination with relevant agencies, has established a mobile service point at the cultural house of Ngu Uyen Residential Group. The service prioritizes people with severe disabilities, elderly residents, war invalids, seriously ill veterans, those suffering from prolonged illness and others who face difficulties travelling.

Tan Minh Commune has operated its "Mobile Administration – Services Without Distance" initiative since April 2026 at village cultural houses. In addition to handling administrative procedures, the program helps residents access digital services, including Zalo accounts, the commune's virtual assistant application, its Zalo Mini App and official Fanpage.

Early implementation across Hai Phong suggests the mobile public administrative service model is helping ensure residents can access public services more conveniently and on an equal basis, with no one left behind.

A representative of Hai Phong's Department of Home Affairs said the mobile service model is one of the practical measures being implemented to improve the quality of grassroots administrative reform. Besides enabling residents to complete administrative procedures more quickly and conveniently, it also reflects a shift towards a more service-oriented local government.
