Hai Phong city allocated nearly 34 trillion VND from its budget to education between 2020 and 2024, with the highest average spending per student reaching 1,190,000 VND per school year.
At the 29th session of the 16th People's Council of Hai Phong city on July 24, the Standing Board of the city People's Council presented the results of its oversight on the implementation of education and training policies and laws in Hai Phong during the 2020–2024 period.
The oversight found that Hai Phong introduced many breakthrough programs, projects, and special policies in the field of education and training during this period.
The city prioritized a high level of budget allocation for education, with numerous large-scale and impactful policies such as tuition support, income increases, incentives for outstanding students and teachers, and development of key vocational training programs.
Total education and training budget spending from 2020 to 2024 amounted to more than 33.786 trillion VND, an increase of nearly 13.870 trillion VND compared to the 2015–2019 period.
The city’s budget allocation for education and training accounted for 13.36% of total annual expenditures during the 2020–2024 period. Per-student spending showed an upward trend, averaging 1,134,000 VND for nursery, 1,190,000 VND for kindergarten, 664,000 VND for lower secondary, and 919,000 VND for upper secondary students per school year.
Hai Phong also strongly promoted socialization policies in education, achieving many positive results.
The city instructed the mobilization of social resources to further develop the education sector. The total amount of socialized funding during 2020–2024 exceeded 86.2 billion VND. The system of private educational institutions in the city saw notable growth in both quantity and quality.
In terms of non-budget investment, Hai Phong issued investment registration certificates for seven projects with a combined value of over 942.5 billion VND during the same period.
Hai Phong’s high school graduation exam results consistently ranked among the top nationwide. The city’s education sector continued to affirm its leading position in national and international academic competitions.
