From aid to sustainable development resources

As Hai Phong enters a new development phase, the city is proactively directing resources from foreign non-governmental organizations toward essential areas.

At the 2026 Meeting with Foreign Non-Governmental Organizations (NGOs), recently held in Hai Phong with the participation of numerous diplomatic representatives, international organizations and foreign NGOs, city leaders emphasized that Hai Phong seeks cooperation in three groups of areas: innovation, digital transformation and technology; green development, environmental protection and sustainable livelihoods; and education, healthcare, vocational training, gender equality and support for vulnerable groups.

This direction stems from practical requirements as Hai Phong expands its development space, creating greater demands for urban governance, human resources, environmental protection, climate change adaptation and social welfare, particularly for migrant workers and groups requiring greater attention.

Following administrative reorganization, Hai Phong has entered a new development phase with an area of more than 3,100 km2, a population of over 4.6 million and an economy worth nearly USD 30 billion. Its larger scale brings new requirements for the quality of human resources, technological capacity, social services, the living environment and the ability to adapt to increasingly significant changes.

Therefore, the challenge for Hai Phong today is not simply to mobilize additional resources for growth, but also to seek knowledge, technology, models and organizational approaches that can generate sustainable value.

In this context, cooperation with foreign NGOs has considerable potential, not only in terms of financial assistance but also in knowledge, international experience, technology, community-based approaches and the ability to implement models suited to specific groups. When aligned with the right development needs, aid can create impacts far beyond the value of the initial funding.

Hai Phong's experience has demonstrated this. Over the past years, the city has been among the leading localities in mobilizing, receiving and effectively using foreign NGO aid. In the first eight months of 2026 alone, the total value of pledged aid reached nearly USD 3.6 million. Programs focused on education, healthcare, child care, support for women, people with disabilities, and those facing difficult circumstances, livelihood development and community capacity building.

Building on its experience in effectively receiving aid, Hai Phong is now shifting from a mindset of receiving aid to proactively shaping partnerships by clearly identifying needs, seeking partners and jointly developing appropriate programs.

A valuable program should not only help beneficiaries address immediate difficulties, but also provide knowledge, skills, sustainable livelihoods and greater self-reliance, while creating models and experience that can be maintained and replicated. In this way, aid goes beyond meeting a specific need and becomes a resource for long-term development, helping the locality gain access to additional knowledge, technology and experience and multiply effective approaches.
