Ensuring social security - foundation for sustainable development

80 years since President Ho Chi Minh read the Declaration of Independence to establish the Democratic Republic of Vietnam, Hai Phong has remained steadfast in pursuing the goal of poverty eradication, ensuring that all social groups benefit from development.

Humanitarian resolutions

Before the merger with Hai Duong province, Hai Phong city had 45 resolutions in effect in cultural and social sectors, while Hai Duong had 34. Among them were 13 resolutions related to social security policies, 17 on education and training, six on social welfare, nine on insurance, and three on other social issues.

The relatively high proportion of social security policies demonstrated the city’s and province’s consistent focus on social well-being. After the merger, Hai Phong chose to retain the most suitable policies that provide the greatest support for residents of the new city, fostering greater public consensus.

One year after the adoption of Resolution 05 by the city People’s Council on amending and supplementing Resolution 11/2022 on health insurance subsidies for social groups in Hai Phong, thousands of elderly citizens aged 60 to 79 have received support.

In the coming period, departments and localities will review, compile statistics, and propose target groups eligible for corresponding policies, such as receiving gifts on War Invalids and Martyrs Day (July 27) or National Day (September 2). Children in special circumstances and third-generation descendants of Agent Orange victims with disabilities will also receive Tet gifts under a city-wide unified policy.

Strengthening policies

Previously, Hai Phong annually allocated 8 – 10% of its total domestic revenue to social security. With an expanded geographic scope but unchanged spending ratios, the number of beneficiaries has increased, inevitably raising the city’s budget expenditure for these policies. However, to broaden the coverage of progressive policies, ensure their effective implementation, and enhance their value, close coordination is needed between the State, businesses, and the community.

In recent years, many enterprises and organizations in the city have actively engaged in humanitarian and charitable activities, including Sao Do Investment Group JSC., Vingroup, Hechun Logistics Vietnam Co., Ltd., LG Display Vietnam Co., Ltd., Hai Linh Pharmaceutical Co., Ltd., Dai An JSC., and Dai Duong Co., Ltd.

Le Van Quy, Director of Cat Bi Branch of Petrolimex Aviation Fuel JSC., said that for over a decade, his unit has participated in the “Gratitude” movement and supported disadvantaged groups. Their initiatives include building houses of gratitude, honoring Heroic Vietnamese Mothers and revolutionary contributors, constructing Red Cross houses for families in housing difficulty, and presenting Tet gifts to the underprivileged, with annual contributions ranging from 80 – 150 million VND.

Thanks to the city’s social security policies and the collective efforts of society and the business community, social welfare has been strengthened, laying a foundation for sustainable development. The material and spiritual life of residents has markedly improved.

Hai Phong achieved its poverty reduction targets one year ahead of schedule and completed the eradication of temporary and dilapidated housing in the city. Social welfare, elderly care, and support for vulnerable groups have been expanded, with the city’s social assistance standards set 40% higher than the national baseline.
