Le Ngoc Chau, Member of the Party Central Committee, Secretary of the Hai Phong Party Committee and Head of the City National Assembly Delegation, chaired a meeting of the Standing Committee of the City Party Committee on the afternoon of November 5 to discuss Party and government building, mass mobilization and socio-economic development; review the implementation of Resolution No. 11-NQ/TU in October; and set key tasks for November 2026 and the following period.

The meeting was held in person at the city-level venue and connected online with communes, wards and special zones across the city.

Eight out of 10 key indicators show positive results

In October and the first 10 months of 2026, the City Party Committee, its Standing Board and Standing Committee provided comprehensive leadership and direction, focusing on key political tasks. Resolutions, directives and conclusions issued by Central bodies were promptly translated into concrete measures suited to the city's actual conditions, particularly documents adopted at the fourth plenum of the 14th Party Central Committee.

Party and political system building continued to make clear progress. The organizational structure and staffing arrangements were streamlined and consolidated. Personnel affairs and the third-quarter performance evaluations of officials were conducted democratically, objectively and substantively, with assessments linked to specific work outcomes. The Vietnam Fatherland Front and socio-political organizations continued to strengthen their role in gathering and mobilizing people and taking care of social welfare.

Socio-economic development maintained positive momentum, with eight out of 10 key indicators projected to meet or exceed their targets or show favorable results. Total State budget revenue in the city during the first 10 months reached VND 181.008 trillion, equivalent to 92.9% of the assigned estimate and up 10.2% year-on-year. Export turnover reached USD 50.1 billion, up 10.9% and equivalent to 96.3% of the annual target. Foreign investment attraction was estimated at USD 3,802.92 million, an increase of 69% compared with the same period last year.

Culture, education, healthcare, science and technology, digital transformation and social welfare also continued to record positive results. National defense, security and social order and safety were maintained, while external relations continued to expand.

The implementation of the City Party Committee’s Resolution No. 11-NQ/TU, dated July 15, 2026, continued to receive close monitoring and supervision. By October 31, 70 of 667 main tasks and 164 of 1,083 component tasks assigned under the resolution had been completed, while the remaining tasks were still underway.

Clear responsibilities and deadlines

In his concluding remarks, Secretary of the City Party Committee Le Ngoc Chau praised the efforts of Party committees, authorities at all levels, the entire political system, the business community and city residents. He also commended localities, agencies and units for their outstanding achievements in Party building, budget revenue collection, public investment disbursement, site clearance, healthcare and social welfare.

Emphasizing that the final two months of the year are crucial to achieving the 2026 targets, Chau called for maximum efforts to implement Resolution No. 11-NQ/TU, with the goal of achieving GRDP growth of 15.39% in the fourth quarter and 13% for the full year.

He assigned the Party Committee of the City People's Committee to focus on providing decisive and effective leadership and direction in implementing socio-economic development tasks and solutions during the final two months of 2026. Regarding budget revenue, he called for stronger revenue collection, measures to prevent revenue losses and recovery of outstanding tax debts, as well as a review of revenue sources with untapped potential, particularly land-use fees.

In attracting investment, officials and civil servants must listen to, understand, support and effectively accompany businesses. There should be an investment support task force under the City People's Committee for assistance throughout the entire project implementation process and after projects become operational, Chau noted.

Regarding administrative reform, he stressed that all administrative dossiers must be received and results delivered through public administration service centers. Processing progress and results must be made public on the National Public Service Portal, while overdue, suspended, withdrawn and rejected applications must be addressed. The digital platform for publicly disclosing administrative procedures must be completed in December 2026.

The city must continue to prioritize public healthcare, with the goal of ensuring that 100% of residents receive health checkups by the end of 2026 and that health insurance coverage exceeds 95%. The updating of electronic health records on the VNeID application must be accelerated. Inspections of occupational safety must be strengthened, cultural and sporting activities organized, and national defense, security and social order and safety maintained.
