Promoting private sector development, improving efficiency of State-owned enterprises
Hai Phong is taking a range of decisive measures to unlock resources and create a favorable, transparent and equitable business environment for all economic sectors.

The emulation campaign “Promoting private sector development and improving the efficiency of State-owned enterprises” is generating fresh momentum among businesses nationwide, contributing to realizing the country's goals for rapid and sustainable development in the new era.
In Hai Phong, a key growth pole in the northern coastal region, the campaign is being translated into coordinated measures to improve the investment environment, support business development and enhance the performance of the State-owned economic sector.
Closely following Central policies, Hai Phong is taking a range of decisive measures to unlock resources and create a favorable, transparent and equitable business environment for all economic sectors.
The city has identified improving the business environment as a key task, focusing on removing institutional and administrative bottlenecks and enhancing competitiveness, with the aim of ranking among the country's top three localities in the 2026 Provincial Competitiveness Index (PCI).
Initial positive results show that business confidence in the city's investment environment is being increasingly strengthened.
There are nearly 55,000 active businesses in Hai Phong. In the first nine months of 2026 alone, more than 5,500 new businesses were established, with total registered capital exceeding VND 52.1 trillion.
Economic sectors contribute more than 93% of the city's gross regional domestic product (GRDP), provide jobs for approximately 98% of the city's workforce, and contribute more than VND 58 trillion, accounting for nearly 36% of the city's total State budget revenue.
These figures indicate that the business community, including both private and State-owned enterprises, is growing strongly and making significant contributions to the city's economic growth.
Alongside private sector development, Hai Phong is also focusing on improving the performance of State-owned enterprises and promoting their leading role in key sectors.
The city has issued various programs and plans to implement Central bodies’ resolutions on developing a modern and strong State-owned economic sector, laying the foundation for State-owned enterprises to reform their governance, enhance competitiveness and adapt to the trends of digital and green transformation.
In its development process, Hai Phong continues to affirm its role as a major industrial, logistics and seaport hub of the country. The city is expanding its industrial development space toward modern, high-tech and environmentally friendly industries, while stepping up investment attraction in next-generation economic zones and industrial parks. These efforts provide important conditions for private enterprises to grow in both number and quality and participate more deeply in global supply chains.
In addition, the “Together for success” model, implemented by the city over the past time, continues to demonstrate its effectiveness in accompanying and supporting businesses and investors. Business dialogue sessions, investment promotion, legal consultancy and administrative procedure support are regularly maintained, helping build the image of an enabling, service-oriented government that places people and businesses at the center.
With a determination to maintain annual GRDP growth of 13 – 14% during the 2026-2030 period, Hai Phong is gradually realizing its goal of becoming a modern, civilized, ecological and worth-living industrial port city. In this journey, the emulation campaign “Promoting private sector development and improving the efficiency of State-owned enterprises” is not only a driving force for economic development but also helps inspire innovation and the aspiration to advance among the business community and society as a whole.
