Enhancing the attractiveness of industrial clusters

Hai Phong is expanding its industrial land supply, creating more opportunities to attract investment into industrial clusters. The city is focusing on resolving obstacles to ensure that projects can be put into operation and deliver results as soon as possible.

Mr. Hoang Quoc Thuong, Member of the Standing Committee of the City Party Committee and Standing Deputy Secretary of the Party Committee of the City's Party Agencies; Mr. Hoang Minh Cuong, Member of the City Party Committee and Vice Chairman of the Hai Phong People's Committee, together with other delegates, press the button to launch the construction of the Western Viet Hoa Industrial Cluster Infrastructure Development and Business Project.

Preparing industrial land

The Western Viet Hoa Industrial Cluster was recently launched, adding approximately 59.9 hectares to Hai Phong's industrial land bank. It is the ninth industrial cluster to break ground in the city in 2026, helping meet the demand for investment, production expansion and the relocation of manufacturing facilities to concentrated industrial areas.

The project is invested in by Tan Hung Company Limited, with a total investment of nearly VND 731.4 billion. It enjoys advantages in terms of multimodal transport connectivity. The industrial cluster is approximately 1 km from National Highway 5 via Tan Dan Road, 1 km from Tien Kieu inland waterway port via Pho Van Road, and 0.6 km from Cao Xa Railway Station via District Road 194B. These connections provide favourable conditions for transporting raw materials and goods, as well as linking production activities with markets.

According to Mr. Nguyen Duc Toan, Director of Tan Hung Company Limited, the company aims to develop the industrial cluster into a green, clean and modern industrial zone, attracting mechanical engineering and manufacturing, high-tech industries and supporting industries. The investor has committed to mobilising resources to develop a synchronised infrastructure system, including roads, electricity and water supply, drainage and wastewater treatment. It will also proactively select capable secondary investors whose business activities align with the cluster's development orientation. Once operational, the project is expected to create approximately 4,200 new jobs.

The Western Viet Hoa Industrial Cluster is also designated to accommodate manufacturing facilities currently operating in the Western Ngo Quyen Industrial Cluster, as well as environmentally polluting production facilities in the former Hai Duong City area prior to the administrative merger. The remaining land is intended for high-tech industries and supporting industries. Therefore, infrastructure investment in this area will not only help attract new projects but also facilitate the restructuring of production activities and gradually address existing environmental issues.

The development of industrial clusters is providing businesses with more options for production locations. Under the industrial cluster development plan through 2030, Hai Phong will have 59 industrial clusters covering a total area of approximately 2,886 hectares. Of the 45 clusters currently in operation or under development, industrial land accounts for approximately 1,543.42 hectares, of which around 340.36 hectares have been leased. The city aims to establish the remaining 14 clusters, with a combined area of approximately 697.8 hectares, by 2030.

There remains considerable potential to attract investment. However, to put the available land into effective use, projects need to continue completing legal procedures, land clearance and infrastructure construction. Investment promotion activities must also closely follow project implementation progress and clearly communicate land handover conditions and service provision capacity, enabling businesses to proactively develop their investment plans.

For manufacturing businesses, available land must be accompanied by a stable power supply, convenient transport connections and wastewater treatment systems that meet required standards. The difficulties encountered at the Dung Tien – Giang Bien Industrial Cluster highlight the need to ensure that these conditions are comprehensively prepared during infrastructure development.

The project covers approximately 49.97 hectares, with a total investment of around VND 790 billion. Land clearance has been completed, while construction progress is estimated at 40%. However, the access road connecting National Highway 10 to the industrial cluster is relatively narrow, creating difficulties for construction activities and future production operations. Meanwhile, an agreement on the route of the 22 kV power line supplying the cluster has yet to be reached with the affected households.

The project investor has so far attracted only one secondary investor, which has leased 2 hectares out of approximately 20 hectares of land available for use. In addition to requesting support for investment promotion and publicity, the investor has proposed resolving obstacles related to the power line route and widening the access road. Addressing these issues will help enhance the cluster's capacity to accommodate investment projects and facilitate businesses in developing their factories.

To improve transport infrastructure serving the industrial cluster, Vinh Thuan Commune has been assigned to coordinate with the investor to widen the main road connecting the Dung Tien – Giang Bien Industrial Cluster with National Highway 10 in 2026. This work needs to be carried out in tandem with construction progress within the cluster to ensure favourable transport conditions once businesses begin operations.

Alongside infrastructure development, ensuring sufficient funding for land clearance is essential to keeping industrial cluster projects on schedule. At the Nam Am Industrial Cluster, Vinh Am Commune has publicly announced a draft compensation and support plan for 200 households covering 10 hectares, with a total estimated budget of VND 65 billion. The households have agreed with the draft plan. However, delays by the investor in transferring compensation funds have affected land clearance progress.

To address this issue, Vinh Am Commune has been assigned to urge the investor to transfer compensation funds for the 200 households that have agreed to the plan in November 2026, ensuring the conditions for the project to break ground in the first quarter of 2027. Timely compensation payments will not only safeguard residents' legitimate interests but also facilitate land handover and infrastructure construction.

In addition to supporting efforts to resolve difficulties, projects whose investors are behind schedule in transferring compensation and land clearance funds are required to review and clarify their outstanding obligations so that appropriate measures can be taken. The overarching requirement is to ensure project progress and transparency in compensation and resettlement plans, preventing situations in which residents who have agreed to hand over their land are left waiting for compensation payments.

In line with the implementation of Resolution No. 11 of the City Party Committee, resolving bottlenecks related to land clearance, funding and connecting infrastructure will help ensure that projects are put into operation as scheduled. This will also provide a basis for aligning investment promotion activities with actual infrastructure capacity, building business confidence when choosing production locations.

Speaking at the recent groundbreaking ceremony for the Western Viet Hoa Industrial Cluster, Mr. Hoang Minh Cuong, Vice Chairman of the Hai Phong People's Committee, affirmed that the city would continue to accompany businesses and create an open and transparent investment environment, promptly addressing issues within its authority. He also called on businesses to fully fulfil their responsibilities to the State, employees and the community.

The city is focusing on developing a synchronised and modern infrastructure system, integrating road transport, seaports and logistics with industrial parks and industrial clusters. In this regard, industrial cluster development plays a practical role in providing production land for businesses, promoting supporting industries and creating jobs for local residents.
