The Hai Phong People's Council has recently approved the addition of 25 land plots, covering a total area of approximately 259.859 hectares, to the list of sites for investor selection through bidding in the 2025-026 and 2026-2030 periods.

Publicizing the list of land plots and investment projects is a way to allocate land resources to attract in-depth investment. It will also help effectively implement Resolution No. 11-NQ/TU of the Hai Phong Party Committee, which sets a target of annual GRDP growth of at least 13%.

Expanding the land bank to enable investors’ approach

The former Lac Long bus station site in Hong Bang Ward, covering 1.18 hectares, has recently been added to the list of sites for investor selection through bidding for a public parking project in the 2026-2030 period. According to Nguyen Hoang Viet, Vice Chairman of the Ward People's Committee, bidding for the former bus station site to develop a public parking facility will help address the shortage of car parking spaces and traffic congestion in the city's central urban area.

Under the list, Hai Phong plans to allocate several plots of land in the central area for parking facilities during the 2026-2030 period. Of the 25 newly added sites, 13 have been proposed for residential area and housing projects, while the remaining 12, covering a total area of approximately 41.899 hectares, are designated for commercial and service projects.

According to Duong Dinh On, Deputy Director of the Department of Agriculture and Environment, allocating land for a range of projects, from housing and commercial services to industry and education, will help the city attract diverse sources of investment and reduce its reliance on any single sector. Publicizing information about approved sites also enables interested organizations and individuals to look up, monitor and access information on projects planned for implementation.

The city is taking decisive steps in urban development and investment attraction strategy by diversifying land allocations and encouraging in-depth investment.

According to Nguyen Hung Menh, Director of Dong A Valuation and Inspection JSC, expanding the land bank for bidding not only demonstrates the city's determination to broaden development space but also reflects Hai Phong's pursuit of a long-term planning strategy that uses land resources as a foundation for sustainable development. At a time when the real estate market needs fresh impetus, this move could significantly reshape the urban landscape and investment flows in the port city in the years ahead.

Ensuring transparency in implementation

Under Resolution No. 45/NQ-HDND dated September 25, 2026, on adjusting the list of land plots for bidding on investment projects involving land use in Hai Phong in the 2025-2026 period and approving the list for the 2026-2030 period, the City People's Council assigned the City People's Committee to review and specifically determine the boundaries, scope, land-use area, objectives and scale of each project, ensuring consistency with approved plans before carrying out investment and bidding procedures in accordance with regulations.

To compile the list of land plots to be put up for bidding to select investors for these projects, the City People's Committee had previously instructed commune- and ward-level authorities to review and propose projects requiring bidding. Following the review and assessment, the Department of Finance compiled and proposed 25 land plots for investment projects involving land use in Hai Phong during the 2026-2030 period. The City People's Committee then submitted the list to the City People's Council for approval.

The City People's Council requires that bidding to select investors for a project be conducted only when all conditions stipulated by laws on planning, land, bidding and other relevant legislation have been met. Relevant departments and agencies will coordinate to conduct thorough reviews to ensure that the bidding process is transparent, lawful and results in the selection of genuinely capable investors.

Deputy Director of the Department of Agriculture and Environment Duong Dinh On added that putting land plots up for bidding according to a clear roadmap would create opportunities for professional investors to access sites with cleared land and transparent legal status. This would help minimize risks and save time in project preparation, while contributing to socio-economic development and continuous improvement of people's material and spiritual well-being.
