Hai Phong seeks investors for VND 8.1 trillion Ring Road 3 project
Hai Phong is seeking investors for the 17.55-km Ring Road 3 project, with an estimated investment of VND 8.119 trillion, under a build-transfer arrangement.

Hai Phong City is seeking investors to study and implement a project to complete Ring Road 3 from Hung Dao interchange (Ring Road 2) to National Highway 10 interchange, with an estimated investment of approximately VND 8.119 trillion.
The project is expected to be implemented under the public-private partnership (PPP) method through a build-transfer (BT) contract. It will cover approximately 17.55 km, starting at Hung Dao interchange, connected with Ring Road 2, in Hung Dao Ward and ending at National Highway 10 in An Lao Commune, Hai Phong City.
Six major interchanges are planned along the route. The project will also include plans to restore existing transport connections, ensuring convenient access and harmony with the surrounding landscape.
Once completed, the road is expected to become an important external transport corridor connecting with National Highways 10 and 18. It will help shorten road freight journeys between industrial centers in the Northeast region and Hai Phong's seaport system. This, in turn, is expected to draw more investment, promote industrial development, strengthen regional connectivity and capitalize on Hai Phong's advantages within the regional transport network.
Interested investors may contact or send written inquiries to the Hai Phong Department of Finance at No. 6 Hong Bang Street, Hong Bang Ward, Hai Phong, to obtain information and study the project.
