Dialogue and problem-solving

Clear answers to questions about value-added tax (VAT) declarations and foreign contractor tax have helped ZF Automotive Vietnam Co., Ltd. take a more proactive approach to meeting its tax obligations. As a German-invested automotive parts manufacturer employing around 400 staff, the company benefits from timely support from the relevant authorities, enabling its specialists to better understand regulations and minimize errors.

According to the Korea Chamber of Business in Vietnam’s Hai Phong Chapter (KOCHAM Hai Phong), South Korean businesses have invested approximately USD 15 billion in the city through more than 300 projects. Having lived and worked in Hai Phong for nine years, a KOCHAM representative noted significant positive changes in business support policies and the authorities’ service-oriented approach.

During their operations, businesses also encounter difficulties involving taxation, customs, fire prevention and firefighting, and labor recruitment. KOCHAM Hai Phong has collected feedback and proposals from its members and arranged direct discussions with the relevant authorities. The Hai Phong Economic Zone Authority has played a coordinating role, actively identifying concerns and working with relevant agencies to resolve them step by step.

According to the city’s tax authorities, Hai Phong is home to more than 2,000 operating foreign-invested enterprises and organizations. The FDI sector contributes more than 20% of the city’s total domestic budget revenue. In the first nine months of 2026, total FDI attraction across the city was estimated at more than USD 3.638 billion, up 64.4% year on year.

As investment continues to expand, business support must keep pace with enterprises throughout the entire process, from project implementation to production and business operations.

Clear guidance and consistent implementation

Alongside administrative simplification, FDI enterprises are particularly concerned about policy stability and consistent implementation. Clear guidance on eligibility for tax incentives, the ability to track VAT refund applications, and sufficient preparation time when regulations change are essential to managing cash flow, costs and production plans effectively.

Recently, the Hai Phong Economic Zone Authority, in coordination with the city’s tax authorities, organized a conference to provide legal guidance, disseminate regulatory knowledge and address tax-related difficulties faced by FDI enterprises.

The Hai Phong Economic Zone Authority will continue working with the city’s tax authorities and other relevant agencies to support investors throughout project implementation and business operations. These efforts aim to create favorable conditions for enterprises to maintain stable operations, expand investment and contribute to the city’s development./.
