Tan Vu – Hung Dao – Bui Vien section of Ring Road 2 set for early completion
The construction of Tan Vu – Hung Dao – Bui Vien section of Ring Road 2 is being accelerated, with the aim of opening to traffic on January 31, 2027.

Construction gathers pace
Under the city’s construction schedule for Tan Vu – Hung Dao – Bui Vien section of Ring Road 2, the road is scheduled to open to traffic on January 31, 2027. With just over three months remaining until the target date, construction teams across all project packages are racing against time to complete the work.
At Package No. 19, which covers the construction of Tan Vu interchange and the section leading to the beginning of the inter-ward road interchange, the joint venture of Bridge Construction JSC 75 and Song Hong JSC is focusing on asphalt paving. Supervision consultants are monitoring each stage, checking elevations and material temperatures to ensure the road surface meets technical requirements.
Similarly, at Package No. 20, covering the section from the inter-ward road interchange to the end of the intersection with Hai Thanh Bridge, hundreds of engineers and workers, along with heavy machinery, have been deployed across multiple work fronts to maintain round-the-clock construction in three shifts. This package has the largest contract value and involves complex technical requirements.
“The closure of the main span of Hai Thanh Bridge, the widest bridge in Hai Phong, directly affects the road’s opening schedule. At present, the contractor is constructing the final girder segments at piers T12 and T13. Workers and engineers are moving scaffolding across the bridge’s two main spans. The entire bridge deck is expected to be completed by the end of November 2026,” said Vu Van Cuong, the project’s deputy executive director.
Tan Vu – Hung Dao – Bui Vien section of Ring Road 2 is a key transport project for the city. It will improve connectivity, expand development space and, more importantly, divert container trucks away from the city center. The project has a total investment of VND 8.539 trillion.
Opening up new development space

The construction of Tan Vu – Hung Dao – Bui Vien section of Ring Road 2 began on March 11, 2025. The project’s progress has drawn considerable attention from city leaders and close scrutiny from residents, particularly transport and logistics businesses. The sooner the road is completed, the sooner the city’s seaport transport network will gain an important connecting route.
Contractors are now mobilizing resources to accelerate construction across the project packages, contributing to the city’s target of disbursing 100% of its public investment for 2026. Although the deadline is pressing, the investor has consistently emphasized that construction speed must not compromise technical standards, quality, or the engineering and aesthetic requirements of the project.
To ensure Ring Road 2 operates effectively, work on Package No. 50, which involves widening Nguyen Truong To – Bui Vien Road along the approximately 10.4-km section from the National Highway 10 intersection to the Ring Road 2 intersection, must also be accelerated. The package started later, in March 2026, and construction progress has so far reached only nearly 20% of the plan.
At the same time, the city needs to move forward promptly with the projects to build a road from Rao 3 Bridge to the coastal road, covering the section from Bui Vien Road to Provincial Road 363, and Ninh Binh – Hai Phong Expressway (CT.08), covering the section through Hai Phong and 9 km in Hung Yen Province, with the completion of the expressway and a section to Provincial Road 353.
These projects will create a continuous transport network, resolve bottlenecks, strengthen regional connectivity and provide a foundation for the city to reorganize its development space more effectively.
