Attending the ceremony were Tran Sy Thanh, Politburo Member, Secretary of the Party Central Committee, and Chairman of the Party Central Committee's Inspection Commission; Lieutenant General Nguyen Duc Hung, Member of the Party Central Committee, Secretary of the Party Committee and Political Commissar of Military Region 3; Le Ngoc Chau, Member of the Party Central Committee, Secretary of the Hai Phong Party Committee, and Head of the Hai Phong National Assembly Delegation; leaders of departments, agencies, and sectors; relatives of the fallen soldiers; and a large number of local residents.

In a solemn and reverent atmosphere, the delegates and residents took turns offering flowers and incense and observing a moment of silence in remembrance of and tribute to the fallen soldiers and civilians who died during the resistance war against French colonial rule.
The memorial service was followed by a funeral tribute. The eulogy affirmed the courageous sacrifices of the revolutionary fighters and patriotic civilians during the resistance war against French colonial rule, particularly from 1949 to 1951, when many were tortured and killed by enemy forces at the Mai Son outpost before being buried in a mass grave.

Among those buried at Ma Chia were eight fallen soldiers officially recognized by the State for their service, including liaison officers, commune officials, and guerrilla fighters. Many other officials, soldiers, and civilians whose names and hometowns remain unidentified also lie there.
The eulogy emphasized that the search for, recovery, and reburial of the remains reflected the sacred responsibility of the Hai Phong Party organization, authorities, armed forces, and people toward those who had sacrificed their lives and the families who suffered losses during the war. The city will continue searching and verifying information at locations where leads remain, while providing thoughtful care for relatives of fallen soldiers and people who have rendered service to the nation.

Following the memorial service, the delegates and personnel assigned to the ceremony carried out the rites to transport and rebury the 56 sets of remains in Ma Chia area. In an emotional atmosphere, many residents brought flowers and national flags to pay their solemn respects, expressing gratitude to the fallen soldiers and civilians.
As part of the “500-Day-and-Night Campaign” to intensify the search for and recovery of fallen soldiers' remains and identify the deceased, ahead of the 80th War Invalids and Martyrs Day (July 27, 1947 – 2027), search and recovery teams from the Hai Phong Military Command, in coordination with local authorities, departments, and the Vinh Bao Commune People's Committee, began searching Ma Chia area on September 26, 2026.
