As part of the ongoing oversight program on the resolution of voters’ petitions, Le Van Hieu, Deputy Secretary of the Hai Phong Party Committee and Chairman of the City People’s Council, conducted inspections and held working sessions in Nam Dong and Hai Duong wards and Tan Ky and Cam Giang communes on October 14.

In Cam Giang Commune, voters asked the city to implement fundamental solutions to reduce traffic congestion at the intersection of National Highway 38 and the railway leading to Cam Giang Station. They also called for additional lighting systems, traffic signals, road signs, and speed bumps at intersections near residential areas.

Chairman of the City People’s Council Le Van Hieu asked local authorities to promptly address deficiencies in street lighting and ensure traffic safety. In the long term, Cam Giang Commune should proactively balance its budget to invest in a bypass and expand the intersection. If the required investment exceeds its available resources, the commune should propose that the city provide support.

In the immediate term, traffic police should step up traffic control and handle violations during rush hours. Relevant agencies should coordinate inspections, adjust railway crossing barrier closure times appropriately, and study a suitable location for the BOT toll station.

In Nam Dong Ward, voters called for a review and study of plans for cage fish farming on the Thai Binh River, along with specific regulations on licensing and managing aquaculture activities.

According to the City Department of Agriculture and Environment, approximately 9,000 fish cages across the city have not been licensed due to planning issues and certain legal provisions. Following the working session, Hieu asked the City People’s Committee and local authorities to actively resolve these difficulties and accelerate the issuance of certificates confirming cage and raft aquaculture activities for key farmed aquatic species in 2026.

In Tan Ky Commune, voters called for a review and resolution of the issuance of land use rights certificates to households in the area west of Provincial Road 391 in Ngoc Son Village. They also requested verification of land origins and land use history to consider compensation and support for households whose land had been acquired for the project to upgrade and widen Provincial Road 391.

The Chairman of the City People’s Council asked local authorities and relevant departments to clarify the causes and origins of land use and ensure that residents’ rights were protected in accordance with regulations.

In Hai Duong Ward, voters’ concerns about container trucks stopping and parking on several roads in Residential Group No. 2 and the Au Viet urban area had been surveyed by relevant agencies. They were studying options for installing no-parking signs or imposing appropriate vehicle weight restrictions to help protect road infrastructure and ensure smooth traffic flow.
