Entrepreneurs unlock development resources
With their resilience, intelligence and ambition, the business community is helping unlock resources for Hai Phong’s development.

Ambition to move forward
In 2026, Tien Phong Plastic JSC set a target of VND 7.33 trillion in total revenue and VND 900 billion in pre-tax profit. It also planned to invest nearly VND 468 billion in upgrading machinery, equipment and production infrastructure. As a long-established brand closely associated with Hai Phong, the company sees investment in technological innovation as a way to strengthen its competitiveness and prepare for long-term goals.
At its 2026 Annual General Meeting of Shareholders, Dang Quoc Dung, Chairman of the Board of Directors, said the company would continue to optimise operations, accelerate its green transition and apply environmental, social and governance standards.
A pioneering spirit is also evident in Sao Do Group’s development of Nam Dinh Vu Industrial Park on reclaimed land. According to Tran Van Thang, Chairman of the Board of Directors of Sao Do Group, the decision initially raised concerns among many people, but the company remained committed to the project. This determination helped turn the potential of the land and its strategic location into infrastructure serving production and business activities.
Alongside industrial investment, many businesses have actively responded to policies introduced by Central bodies to develop rental housing and ensure accommodation for workers. These investments helped translate major policies into practice by business resources, linking production development with social welfare and workforce stability.
The business community’s contributions are reflected in the city’s overall development results. In the first nine months of 2026, Hai Phong’s gross regional domestic product (GRDP) was estimated to grow by 12.08%, while the industrial production index rose by 15.23%. State budget revenue in the city was estimated at VND 162.173 trillion, up 11.7% year on year. The city was expected to see 5,759 newly established enterprises, an increase of 2.6%.
To further harness these resources, entrepreneurs need confidence in the investment environment and favorable conditions for implementing their business plans. Tran Van Thang, Chairman of the Hai Phong Business Association and Chairman of the Board of Directors of Sao Do Group, said the Politburo’s resolutions on entrepreneurs and the private sector had helped strengthen business confidence. What businesses want is a stable, transparent and consistent policy implementation environment, where their recommendations are heard and addressed thoroughly.
Working together for strong growth

Hai Phong’s commitment to supporting entrepreneurs has been reflected in its economic development agenda. The City Party Committee’s Resolution No. 11-NQ/TU dated July 15, 2026 identifies the strong development of enterprises and the private sector as a key task. The city aims to have approximately 87,000 active enterprises by 2030 and encourage the emergence of leading companies and anchor firms in supply chains across its areas of strength.
Through the implementation of Resolution No. 68-NQ/TW, the city has stepped up dialogue with businesses, received their recommendations, reformed administrative procedures, facilitated access to resources and provided management training. However, a report by the Department of Finance points out that some support policies have been slow to be issued, while access to industrial land for small- and medium-sized enterprises has yet to become effective in practice. Businesses also face pressure from market conditions and capital costs, while household businesses remain concerned about accounting, taxes and transition costs.
These obstacles need to be addressed in ways that reflect the circumstances of different business groups. Resolution No. 11 calls for regular meetings with enterprises, particularly more than 200 large-scale ones that make substantial contributions to GRDP and budget revenue, to help them stabilize production and expand investment.
In recognition of the business community’s contributions, at the conference entitled “Hai Phong Businesses and Entrepreneurs – A New Driving Force for the City’s Development”, Le Ngoc Chau, Secretary of the Hai Phong Party Committee and Honorary Chairman of the Hai Phong Business Association, affirmed that the city would continue to support, listen to and work alongside the business community.
This commitment is aligned with the city’s direction to develop large- and medium-sized enterprises and private economic groups with regional and global competitiveness. He called for stronger support to help businesses access capital, innovate technology, train their workforce and expand into new markets.
The official also expressed his hope that the association would continue to serve as a trusted pillar for businesses and a responsible bridge with the authorities, while promoting the spirit of Hai Phong entrepreneurs characterized by resilience, intelligence, compassion, creativity and dedication.
