Le Ngoc Chau, Member of the Party Central Committee, Secretary of the Hai Phong Party Committee and Head of the Hai Phong National Assembly Delegation, inspected several projects and met with representatives of 11 communes and wards in the former Kim Thanh District and former Kinh Mon Town on October 12 to review implementation of Resolution No. 11-NQ/TU, project progress and key tasks for the fourth quarter of 2026.

In Nguyen Dai Nang Ward, Chau and his entourage inspected the Minh Hoa Logistics Port Construction Project, invested in by Duc Duong Co., Ltd. Site clearance has reached approximately 82%, while construction progress stands at around 42%.

The Secretary of the City Party Committee asked the local authorities to address each outstanding issue, hand over land used for transport and irrigation infrastructure in October, resolve site clearance involving 12 households occupying public land in November, and complete the handling of agricultural land involving nine households no later than December 2026, ensuring residents' rights are protected and all procedures comply with regulations. The investor was instructed to revise the project's critical-path schedule and strive to bring it into operation in the second quarter of 2027.

Regarding the Kim Thanh Industrial Park Project in Lai Khe Commune, invested in by COMA 18 JSC and covering 164.98 hectares, approximately 70% of the infrastructure has been completed. Secretary Chau called on the local authorities and the investor to honor their commitments to the city and strive to complete the infrastructure by late in the first quarter or early in the second quarter of 2027. He also stressed the need to ensure the infrastructure is integrated, green, clean and well-maintained, while actively attracting secondary investors, particularly those operating in high-tech industries.

The East-West Trunk-Road Project in the former Kim Thanh District and its branch connecting to the National Highway 5 interchange includes a section of approximately 7.81 km currently under construction, divided into three contract packages. Overall progress has reached only around 64% of the contracted work. Package No. 09 is just 36% complete, while one member of the joint venture has encountered financial difficulties and requested to withdraw from its contracted work.

The Secretary of the City Party Committee called for clarification of local leaders' responsibilities. The project owner was instructed to review completed work, finalize payment and settlement procedures, and handle the contract in accordance with regulations so that another contractor could be selected to continue construction and accelerate the project.

Secretary of the City Party Committee Le Ngoc Chau delivers remarks at the working session with representatives of 11 communes and wards in the former Kim Thanh District and former Kinh Mon Town.

At the working session with the 11 communes and wards, local authorities reported on key tasks involving budget revenue, public investment disbursement, site clearance, land database development, business growth and administrative reform.

In his concluding remarks, Le Ngoc Chau acknowledged local authorities' efforts but stressed that implementation results remained uneven and fell short of requirements.

He instructed the local authorities to strictly uphold the principle of “focus on action, not retreat,” hold weekly progress reviews and clearly define responsibilities, supervisory leads and deadlines for each task under the “six clear” principle.

The communes and wards must compile detailed lists of projects lacking site clearance funding and report to the City People's Committee’s Party Committee before October 20. The city authorities will meet directly with investors that have delayed transferring funds and develop definitive solutions, including proposing the revocation of investment approvals in accordance with regulations.

The local authorities are expected to disburse 100% of their 2026 public investment allocations in November, meet or exceed budget revenue estimates, accelerate land pricing and land-use rights auctions, and complete land databases according to committed schedules.

They must also resolve long-standing project bottlenecks, shorten administrative processing times, strengthen dialogue with businesses, and address the avoidance and shifting of responsibilities.

Performance in site clearance, public investment disbursement, budget revenue, administrative reform, and resident and business satisfaction will serve as criteria for evaluating and rating collectives, individuals and heads of agencies in 2026. Those responsible for delays caused by subjective factors must undergo reviews, have their accountability clarified and face appropriate action.
