New impetus for development in western Hai Phong
A road linking Provincial Roads 391 and 390 is gradually completing Ring Road 1, improving connectivity and expanding development space in western Hai Phong.

Gradually completing Ring Road 1
As part of the transport network in western Hai Phong, a road linking Provincial Roads 391 and 390, on the section from the Thai Binh River bridge to Provincial Road 390, is under construction. The project will help complete Ring Road 1 in the western urban area, ease congestion on National Highway 5, connect neighboring communes and wards to the regional road network, and facilitate the building of the city's east–west expressway.
The project has a total investment of more than VND 1,019.6 billion, funded by the city budget, with implementation scheduled for 2026 – 2028.
Nguyen Quang Huy, Chairman of the Nam Dong Ward People's Committee, said the road linking Provincial Roads 391 and 390 is important for improving transport connectivity and expanding the local development space.
Nam Dong is currently one of the region's transport hubs, connecting with National Highway 5, Ring Road 1 and several major transport routes. Once the road is completed, together with the city's east-west corridor and Ring Road 5 of the Capital Region, the local transport network will become more comprehensive, strengthening interregional connectivity.
According to the Hai Phong Traffic Construction Investment Project Management Board, construction is targeted to begin in the fourth quarter of 2026.
Driving development

Ring Road 1 in the former Hai Duong urban area is more than 30 km long. It runs from Vo Nguyen Giap Boulevard via National Highway 37, Provincial Roads 391, 390C and 390, crosses the Thai Binh River, intersects National Highway 5 and passes through Dai An Industrial Park before completing the loop. The route connects urban and industrial areas with external transport networks while providing additional travel links between different parts of the city.
Completing the section linking Provincial Roads 391 and 390 will also facilitate development of the city's east-west road. This route will connect the western urban area, formerly Hai Duong City, with the eastern area, formerly Hai Phong City, over a total length of approximately 23.59 km.
The coordinated development of these transport corridors will provide additional travel routes, improve access to external road networks and create a foundation for organizing urban areas, production and services around the new transport network.
The section passing through Ai Quoc and Nam Dong wards lies in an area undergoing urban development and changes in production and business activities. With a roadbed width of 42 m, the project will not only meet travel demand but also provide room for technical infrastructure, traffic organization and urbanization in the coming years.
