Le Ngoc Chau, Member of the Party Central Committee, Secretary of the Hai Phong Party Committee and Head of the City National Assembly Delegation, conducted a field inspection of urban improvement and several investment projects in Do Son tourism area on the afternoon of October 10.

The delegation inspected the project to widen Ly Thai To Street and develop surrounding areas, as well as the Dragon Ocean Do Son International Tourism Area project. It also heard reports on plans to manage and use land in surrounding areas and improve landscapes and plant trees along several main roads in the tourism area.

The project to widen Ly Thai To Street and develop surrounding areas has a total investment of approximately VND 300.6 billion from the city budget. The 1,341-m road, running from May 15 Square to Van Bun T-junction, will be widened to 34 m. To date, site clearance has been completed on the right side of the road, while 950 m on the left side have been cleared, representing 70.84% of the planned length.

The Dragon Ocean Do Son International Tourism Area covers approximately 480.2 hectares and comprises three component projects, with total investment exceeding VND 31 trillion. Several facilities have been completed and put into operation, including a 27-hole golf course and a water park. The investor has proposed changing the function of the component project from resort accommodation to a mixed-use urban development that includes residential areas, while adding land for technical and social infrastructure.

Following the site inspection and hearing reports and opinions from departments, agencies and businesses, Secretary of the City Party Committee Le Ngoc Chau emphasized that Do Son was a key seaside tourism destination for the city. Expanding urban, service and tourism areas toward the coast creates an opportunity for Do Son to transform from a seasonal beach destination into a modern seaside tourism and urban area operating year-round.

Relevant agencies and units must focus on addressing shortcomings in infrastructure, landscaping and urban improvement, while resolving obstacles facing investment projects. These efforts will help develop Do Son into a high-end seaside tourism and service hub with regional and international standing, in line with the city's master plan through 2050, with a vision to 2075.

The Secretary of the City Party Committee assigned the Party Committee of the City People's Committee to lead and direct efforts to complete site clearance for the project to widen Ly Thai To Street and develop surrounding areas, with construction to begin in early November as a matter of urgency. Relevant agencies and units must establish detailed schedules for each component, aiming to complete the main works before the 2027 tourism season.

He also called on relevant units to develop Do Son's tourism offerings around year-round tourism, the nighttime economy, event tourism and marine sports. They were asked to coordinate with investors to link Dragon Ocean, Hon Dau and Van Huong as tourism destinations, step up promotion and marketing, and make thorough preparations for the 2027 tourism season.

Regarding the proposal to adjust the Dragon Ocean Do Son International Tourism Area project, he assigned the City People's Committee to direct relevant agencies to conduct a comprehensive review and appraisal in compliance with the law, and report to the Standing Committee and Standing Board of the City Party Committee in November 2026.

The Secretary of the City Party Committee stressed that any review must preserve Do Son's orientation as a major seaside tourism center for the city, with tourism and services remaining the project's primary functions. All proposed adjustments must comply with the city master plan, construction plans and other relevant plans, as well as urban and housing development programs and plans, and fully meet applicable regulatory requirements.
