Ring Road 5 around the Capital Region running through Hai Phong is a key link in the interregional transport network, creating new momentum for development.

Second-longest section in Hai Phong

On August 24, 2026, the 16th National Assembly passed Resolution No. 38/2026/QH16 on the construction of Ring Road 5 around the Capital Region.

Under the resolution, the project will span approximately 349 km across seven provinces and cities of Ha Noi, Ninh Binh, Hung Yen, Hai Phong, Bac Ninh, Thai Nguyen and Phu Tho. The project will be publicly funded and divided into component projects, with a preliminary total investment of VND 288.268 trillion.

Investment preparation will begin in 2026, construction in 2027, with the entire route targeted for completion before 2035. The Ring Road 5 construction aims to create an expressway connecting Ha Noi with localities across the region, meet growing transportation demand and drive socio-economic development.

The route will help divert traffic from afar, reduce pressure on radial roads and gradually complete the capital's ring-road network. The project will expand development space, create new economic corridors, strengthen connections among production, industrial, logistics and service centers, and lay the groundwork for the region's long-term development goals.

Hai Phong will have 61 km of the main expressway section of Ring Road 5 running through the city, the second-longest section among the seven localities along the route, after Phu Tho. The preliminary total investment for the main section through Hai Phong is VND 34.969 trillion from the Central budget.

Alongside the main route, Hai Phong is responsible for allocating resources for compensation, support and resettlement, investing in parallel roads and prioritizing transport routes connecting to Ring Road 5. The parallel roads through the city are expected to total 110 km, with a preliminary investment of VND 12.920 trillion from the local budget.

Connectivity expansion

Hai Phong has a diverse transportation system comprising roads, seaports, railways, waterways and air. Within this network, the 61-km main expressway section of Ring Road 5 through the city will add another high-speed interregional road connection.

Ring Road 5 is being developed as Hai Phong invests in and upgrades a number of major transportation projects. Alongside the road and port systems, the Lao Cai – Ha Noi – Hai Phong railway has been designated to terminate at Nam Hai Phong Station, adding capacity for rail freight and passenger transport.

Connecting roads, railways and seaports will give Hai Phong better conditions for organizing integrated multimodal transportation. Within this network, Ring Road 5 will serve as a high-speed road connecting Hai Phong with other localities in the region.

With 61 km of the main expressway, the section through the city is among those receiving investment resources during the 2026 – 2030 period.

This will enable Hai Phong to strengthen connections with other localities in the region while opening up new access to industrial parks, logistics centers and urban areas.

Ring Road 5’s section through Hai Phong is one link in the interregional transportation network, helping connect the city with major economic centers in northern Vietnam and creating additional conditions for organizing development space in the new phase.
