Hai Phong stands by businesses in resolving practical issues

The Hai Phong Department of Finance has stepped up guidance, information updating and obstacle addressing, helping enterprises process business registration procedures easier.

Addressing arising issues

Vu Huy Cuong, Deputy Head of the Business Registration and Enterprise Management Division under the Hai Phong Department of Finance, said regulations on business registration and related procedures have been simplified and publicized, so businesses rarely face difficulties in applying them.

However, feedback received during the processing of applications shows that two groups of issues have arisen.

The first concerns the identification of beneficial owners in business registration documents. This is a new requirement under the 2025 Law on Enterprises. In July 2026, the Government issued Decree No. 296, providing clearer rules on how beneficial owners are to be identified. The processing of registration applications shows that many businesses are still confused about who should be identified as a beneficial owner.

The second group of issues stems from some enterprises' failure to fully understand the regulations. When registered information changes, businesses may fail to notify the business registration authority within 10 days as required, resulting in administrative penalties when violations are detected by inspectors.

After identifying obstacles, the Department of Finance directs relevant divisions to provide answers and guidance to help businesses complete procedures as smoothly as possible.

Recently, the department has held a dialogue with enterprises to address difficulties related to administrative procedures in business registration and the financial management of State-owned enterprises.

A total of 18 concerns were discussed and clarified, including 11 related to administrative procedures in business registration.

Le Thi Bich Lien, Director of T2L JSC in Ngo Quyen Ward, was among the businesspeople attending the dialogue. She raised questions about whether a separate registration was required for a business location used as a warehouse for storing goods, as well as how to identify beneficial owners. She said her company's concerns were clarified at the meeting, providing a basis for correctly completing the procedures and reducing the need to supplement or revise applications multiple times.

Over the past time, to make business registration procedures easier for enterprises, the Department of Finance has focused on reviewing procedures, clearly defining responsibilities at each stage and shortening processing time.

To date, most business registration procedures involving valid applications are completed within 1.5 days, 1.5 days faster than the statutory timeframe. The department has also focused on making regulations more accessible and easier for enterprises to follow.

Since February 1, 2026, the department has digitally signed 100% of administrative procedure results in the registration, establishment and operation of enterprises. On average, it receives and processes about 100,000 applications in this field each quarter.

According to Hoang Xuan Minh, Deputy Director of the Department of Finance, in line with the city's direction, the department considers promptly identifying enterprises' concerns and helping them overcome difficulties and maintain production and business activities one of its key tasks.

Based on its functions and responsibilities, as well as issues raised by businesses through surveys, the department organized a specialized dialogue in 2026 on administrative procedures related to business registration and the financial management of State-owned enterprises.

At the meeting, enterprises' concerns were discussed and clarified. Issues falling within the department's authority continued to be monitored, with specialized divisions providing guidance and support to businesses.

Going forward, the department will continue to maintain direct dialogue channels and strengthen its understanding of businesses' real-world circumstances to promptly help them address difficulties and issues in fields under its authority.
