Hai Phong determined to make National Highway 5 safer, smoother

Multiple solutions at the grassroots level

Nearly 79.6 km long, National Highway 5’s section passing through Hai Phong is a key transport route connecting the city with other localities in the region. With heavy traffic, including many container trucks and heavy-duty trucks, as well as workers traveling to and from industrial parks and clusters, traffic density on the route is frequently high, especially during peak hours.

On April 16, 2026, the Municipal People's Committee issued Plan No. 135/KH-UBND on making National Highway 5 and National Highway 10, which run through the city, safe for traffic. The plan calls for coordinated solutions ranging from infrastructure improvement and traffic organization to management of corridors, propaganda, handling of violations and heightening of responsibility among local authorities.

To concretize the plan, many localities have taken active measures. In Le Chan Ward, the local authorities have developed their own plan, setting a target of reducing traffic accidents across all three criteria while gradually creating a road that is well-lit, green, clean, attractive and free-flowing.

In Mao Dien Commune, restoring the traffic safety corridor has been identified as a key task. The area has residential neighborhoods, production and business establishments, and frequent traffic from heavy-duty vehicles.

The commune police have advised local authorities to clear encroachments on the road corridor and conduct outreach and mobilization efforts to persuade businesses not to encroach on roads or road shoulders, put up advertising signs or awnings, or store goods in ways that obstruct traffic. Businesses are required to sign commitments to comply with regulations.

Determination to build a safe road

To make National Highway 5 a safe, free-flowing route, Hai Phong has identified the need to implement multiple groups of synchronous measures, with emphasis on the responsibility of Party committees, authorities and heads of localities through which the highway runs.

Propaganda has been renewed with residents placed at the center, encouraging them to provide information, images and videos of violations for authorities to handle and publicly announce the results. This will gradually strengthen the community's role in monitoring traffic safety and order.

At the same time, the city prioritizes resources for investment and infrastructure improvement, resolving of accident black spots and locations with potential accident risks, elimination of encroachments on traffic safety corridors, and completion of frontage roads, intersections, pedestrian overpasses and other connecting infrastructure.

The development of new transportation corridors, including the East-West trunk-road, is expected to increase connectivity and gradually ease pressure on National Highway 5. The city is also promoting waterway, maritime and public transportation, helping regulate travel and the transportation of goods by residents and businesses.

Alongside infrastructure investment, digital transformation has been identified as an important solution, including accelerating the building of data centers, expanding surveillance camera systems, applying AI to detect violations and increasing the use of automated traffic fines.

Patrols and traffic controls will continue to be conducted comprehensively, focusing on time periods and locations at high risk of congestion and accidents. At the same time, coordination among relevant forces will be strengthened in managing vehicles and drivers, handling violations and responding to traffic accidents.

By taking coordinated measures covering infrastructure, traffic organization, corridor management, technology applications and stronger control, Hai Phong is gradually turning its goal of making National Highway 5 not only a key transportation artery but also a safe, free-flowing route that effectively serves the city's socio-economic development.
