Lach Huyen - Gia Binh road to open new link to capital region

Linking seaports, airports and strategic transport routes, the Lach Huyen - Gia Binh road is expected to strengthen connectivity between Hai Phong and the capital region.

Connecting strategic hubs

The Hai Phong People's Committee is seeking investors interested in studying the investment project to build a road linking Lach Huyen Port with Gia Binh Airport under a public-private partnership (PPP) model, with either a build-operate-transfer (BOT) or build-transfer (BT) contract expected to be used. The project's preliminary total investment is estimated at VND43.743 trillion.

Under the preliminary plan, the road will be about 46.55 km long, with 44.8 km running through Hai Phong. It will start at the intersection of Ring Road 3 and National Highway 10 in Luu Kiem Ward and end at the eastern junction of Gia Binh Airport in Trung Kenh Commune, Bac Ninh Province.

The main road is designed for vehicle speeds of at least 80 km per hour, linking National Highway 10, National Highway 17B and several provincial roads. The route passes through the Hai Phong Specialized Economic Zone, industrial parks and clusters, as well as planned logistics areas.

The Lach Huyen - Gia Binh road is planned to link with Ring Road 5 of the capital region, strengthening Hai Phong's connections with the region's transport network and economic centers.Ring Road 5 is about 349 km long and runs through seven provinces and cities, including Hai Phong and Bac Ninh, connecting industrial areas, logistics hubs and major transport routes.

Another project is the East-West Hai Phong route, about 23.59 km long, with a preliminary total investment of nearly VND22.67 trillion. The Hai Phong People's Council has recently approved its investment policy. The route is planned to connect with the Lao Cai - Hanoi - Hai Phong railway and the Gia Binh - Lach Huyen route.

Together, these projects are gradually forming a transport network linking multiple areas. The East-West route will strengthen connections between Hai Phong's development areas; the Lach Huyen - Gia Binh route will establish a corridor running from the eastern part of the city through its northern and western areas to the airport; while Ring Road 5 will strengthen links with the capital region.

Along with the Hanoi - Hai Phong Expressway, the Lao Cai - Hanoi - Hai Phong railway and the national highway network, these transport links will improve connectivity among seaports, airports, industrial parks, urban areas and economic centres across the region.

As Lach Huyen Port's handling capacity continues to expand, there is growing demand for coordinated infrastructure linking the port with production, industrial and service centers across the region.

Opening up development space along the corridor

Lach Huyen Port is one of the key hubs along the corridor. As the port's handling capacity expands, there is growing demand for stronger systems to collect and move cargo and connect the port with production areas in its hinterland.

Cargo flows through Lach Huyen are not limited to Hai Phong but extend across major production centres in northern Vietnam. In the first eight months of 2026, the combined import-export turnover of six localities – Hanoi, Hung Yen, Bac Ninh, Ninh Binh, Quang Ninh and Hai Phong – reached about USD 345.13 billion, equivalent to 44.8% of the country's total. This scale of trade is generating strong demand for transport, inland container depots (ICDs), container depots, logistics centres and value-added services.

The Lach Huyen - Gia Binh route could help meet this demand while also supporting a broader development area. The corridor links the Lach Huyen deep-water port cluster and the Free Trade Zone to the east with industrial parks and clusters and the Hai Phong Specialized Economic Zone along the route, while Gia Binh Airport and the capital region's production and service networks lie to the west.

Connections with Gia Binh Airport and inter-regional transport routes will also strengthen links among production, urban and service areas, creating conditions to attract investment and reorganise development space along the corridor.

This is also one of the objectives of the project. In addition to establishing a strategic inter-regional transport corridor, the project aims to utilise land along both sides of the route to develop an inter-regional economic, logistics, industrial and urban corridor, expand development space and attract investment.
