Farmers benefit from agricultural support policies
Many agricultural and fisheries support mechanisms issued by Hai Phong following merger have been put into practice, helping farmers feel more secure about production.

Flexible and effective
Before merger, Hai Phong City and Hai Duong Province each had their own mechanisms and policies to encourage agricultural and fisheries development. Following the merger, at the end of 2025, the City People’s Council issued Resolution No. 51/2025/NQ-HDND on mechanisms and policies to encourage concentrated commodity agricultural production in the city during the 2026-2030 period and Resolution No. 27/2025/NQ-HDND on support for users of rice-growing land, among others.
The resolutions were developed on the basis of existing policies in localities before the merger, while also being flexibly adjusted to make it easier for people to benefit from them. For example, Resolution No. 51 stipulates that organizations and individuals applying greenhouse and net-house production methods are eligible for support with an area of just 1,000 m2, while the policy of the former Hai Phong required an area of at least 2,000 m2. The resolution also provides incentives for production meeting VietGAP, GlobalGAP and Halal standards. For mechanization serving agricultural production, multiple levels of support are available, creating favorable conditions for people to access the policy.
According to Do Duc Loc, Head of the Professional Affairs Division of the Hai Phong Sub-department of Crop Production and Plant Protection, under Resolution No. 27, the city requires communes to register their needs for rice varieties in eligible concentrated production areas that are contiguous and consist of adjacent plots. Since the beginning of 2026, 4,600 hectares of rice fields belonging to cooperatives have received support for rice varieties. In the supported concentrated production areas, farmers are pleased with the results, while production efficiency has improved.
Close to practice

In 2026, as the city implements mechanisms and policies to encourage agricultural and fisheries development, the municipal budget prioritizes support for concentrated rice-growing areas, high-yield and high-quality rice-growing areas, and branded rice-growing areas; support for field mechanization and the application of technical advances to production. The program providing rice varieties to eligible concentrated production areas with sufficient contiguous acreage continues to be reviewed and proposed by localities for city support.
Many other policies are also being implemented flexibly. Therefore, localities need to step up communication so that residents understand the resolutions of the City People’s Council and can access the policies more easily. Relevant agencies need to provide guidance and support to eligible beneficiaries in completing the required documents and procedures.
Speaking at a conference on the implementation of several resolutions on mechanisms and policies supporting agriculture and fisheries, Luong Thi Kiem, Deputy Director of the Department of Agriculture and Environment, emphasized that Resolutions No. 27 and 51 of the City People’s Council are important resolutions for agricultural production development in the city during the 2026-2030 period. Localities need to focus on implementation and closely follow the city’s groups of tasks and solutions for socio-economic development so that the policies can deliver their intended results.
With practical mechanisms and policies, together with coordinated direction from the city to the grassroots level, agricultural and fisheries support policies will create more favorable conditions for Hai Phong farmers to feel secure about production and improve economic efficiency.
