Staying committed to development goals
Secretary of the Hai Phong Party Committee Le Ngoc Chau has asked all levels and sectors to stay focused on the targets, translate tasks into specific actions, and clearly define responsibilities, timelines and implementation results.

The Standing Committee of the Hai Phong Party Committee held a meeting on the afternoon of September 30 to discuss a draft report on the results of implementing tasks in the first nine months of the year and tasks and solutions for the final three months of 2026, as well as a draft preliminary report on three months of implementing the City Party Committee’s Resolution No. 11-NQ/TU dated July 15, 2026 on focusing on strengthening leadership and direction to achieve the GRDP growth target for 2026 and the 2026-2030 period at an average of at least 13% per year.
After hearing the draft reports and comments, Secretary of the City Party Committee Le Ngoc Chau, in his concluding remarks, basically agreed with the contents of the two drafts.
He noted that assessments of indicators such as economic growth, industrial development, newly established businesses and investment attraction must accurately reflect the results and efforts of the entire political system, residents and businesses in the third quarter and the first nine months of the year.

Party committees and authorities at all levels should continue to take a proactive and flexible approach to leadership, direction and implementation while maintaining the set targets. Solutions must be linked to specific targets and results, with responsibilities and timelines clearly defined and updated on software systems for monitoring.
Regarding tasks in the coming period, Secretary of the City Party Committee Le Ngoc Chau asked the Department of Finance to study and advise on assigning budget revenue targets that are appropriate to the potential and advantages of each locality; work with the Vietnam Bank for Social Policies to study and find solutions to increase loan funds so that residents can gain the best possible access to loans for social housing purchases; and translate the action program and plan for implementing the Politburo’s Resolution No. 68-NQ/TW on private economic development into tasks for each quarter and month.

The Department of Construction should proactively study and propose solutions to accelerate the development of social housing and rental housing and address workers’ housing needs in line with Central-level directives. Attention should be paid to living costs, living conditions and the living environment, while identifying shortcomings that need to be addressed to increase the city’s appeal to workers to come to work and live in Hai Phong.
The Hai Phong Economic Zone Authority should urgently advise on policies and solutions to ensure human resources in both quantity and quality, with a focus on career guidance and improving the skills and productivity of the local workforce. It should also propose solutions to improve the quality of foreign investment in the city.
