Hai Phong applies ‘green lane’ mechanism to appraisal of 17 key projects
Hai Phong will shorten the appraisal time for feasibility study reports for 17 key investment projects to 8 - 12.5 working days.
According to a decision issued by the Hai Phong People’s Committee, the appraisal procedures for construction investment feasibility study reports and adjusted construction investment feasibility study reports for 17 key projects will be subject to a “green lane” mechanism starting October 1.
Three projects, including the East-West Hai Phong connecting road; the route connecting Lach Huyen Port with Gia Binh Airport; and the Ninh Binh - Hai Phong Expressway (CT.08), will have a processing time of no more than 12.5 working days.
The Bui Thi Xuan Bridge project will have a processing time of no more than 10 working days.
The remaining 13 projects, covering various fields, including transport, resettlement, education, urban improvement, water supply and wastewater treatment, will have a processing time of no more than eight working days.
Under the process, applications will be received at the City Public Administration Service Center before being transferred to the Department of Construction for appraisal, approval and result delivery. Applications will be processed electronically under the “green lane” mechanism.
The “green lane” mechanism is intended to shorten administrative processing time, facilitate faster investment preparation and implementation of key projects. Applications will be received, updated and processed electronically, while a monitoring mechanism will also be implemented to oversee the processing.
