Changes in Cam Giang driven by industrial development
Industrial breakthroughs are creating more jobs, increasing incomes and strongly promoting economic infrastructure in Cam Giang Commune, Hai Phong City.
Shift toward industry and services
Mua Thi Dinh moved from Son La Province to Cam Giang for work and is now a worker at VSIP Industrial Park. Dinh and her husband have stable jobs and higher incomes than they had from farming in their hometown. As their lives gradually became more stable, they brought their daughter to Cam Giang to study. Many other families have followed a similar path. Their stories show how the appeal of industry is contributing to changes in local people’s lives.
Cam Giang Commune is witnessing a clear shift in its labor structure as industrial parks and clusters continue to develop. Previously, more than 65% of the local workforce worked in agriculture, forestry and fisheries. The figure now stands at only around 18-20%, while workers in industry-construction and trade-services account for more than 80%.
The commune currently has nearly 3,000 local workers employed at factories and businesses in industrial clusters in the area and nearby industrial parks such as Phuc Dien, Tan Truong and Cam Dien. Another 1,000 or so workers are engaged in trade, services, transportation, construction, rental accommodation and small businesses serving industrial activities.
The number of trade and service businesses has risen to around 450-500, compared with only 120-150 previously. Business activities have also become more diverse, ranging from food and beverage services, grocery stores, transportation and repairs to services catering to workers’ daily needs.
In the first nine months of 2026, the commune has approved 13 public investment projects. Many focus on school construction and road improvement, helping meet local development needs.
Expanding development space
Luong Dien Trade and Service Industrial Cluster, together with connecting infrastructure projects, is a key project in the locality. The project requires about 40.4 hectares of land clearance, of which around 38.5 hectares, or 98.5%, has been cleared to date.
Alongside Luong Dien Industrial Cluster, a number of other infrastructure projects are also under way. Site clearance for an interchange connecting Luong Dien - Ngoc Lien Industrial Park with National Highway 38 has been basically completed. Site clearance has also been completed for Luong Xa new residential area and the resettlement area in Luong Dien Commune. The Lao Cai – Ha Noi - Hai Phong railway project, which passes through the commune, requires about 4.4 hectares of land to be cleared, involving 131 households.
Cam Giang is also preparing for new projects. CADI Yen Vien - Ngoc Lien Industrial Cluster has been approved for establishment and detailed planning. Its investor is currently waiting for the City People’s Committee to approve the investment policy for the project to develop and operate its infrastructure. The Cam Giang social housing project, covering more than 21.2 hectares, has had its 1:500 detailed planning approved and is undergoing subsequent procedures.
According to Nguyen Manh Dung, Standing Vice Chairman of the Commune People’s Committee, the locality has determined that industrial development must go hand in hand with job creation, vocational training and ensuring livelihoods for local residents. The commune will coordinate with training institutions and businesses to improve workers’ skills and prioritize local workers, particularly households whose land has been acquired. At the same time, it will facilitate the development of trade and services and industries supporting industrial activities.
From an area where livelihoods once depended mainly on farming, a new development space is now taking shape in Cam Giang Commune. These changes are directly affecting people’s jobs, incomes and lives, while also creating new requirements for managing and organizing the locality’s development space.
