Department of Industry and Trade steps up support for businesses
Amid difficulties arising in production and business operations, the Department of Industry and Trade has stepped up engagement with businesses to promptly address their difficulties.

Addressing production and business bottlenecks
Resolution No. 11-NQ/TU, dated July 15, 2026, sets a target of at least 13% GRDP growth for Hai Phong in 2026 and average annual growth of at least 13% for the 2026-2030 period. To achieve this target, maintaining industrial production capacity and creating favorable conditions for businesses to expand investment are important requirements.
On June 5, 2026, the Department of Industry and Trade issued Official Letter No. 3041/SCT-QLCN to 79 businesses with annual revenues of more than VND 1 trillion that are located outside economic and industrial zones in the city, seeking to assess their production and business and identify difficulties and problems arising during their operations. The survey enabled the department to identify groups of businesses and sectors requiring further discussion and clarification, particularly factors affecting production and business operations as well as investment and expansion plans.
On that basis, in July 2026, the Department of Industry and Trade developed a plan to work directly with key industrial businesses, focusing on assessing the situation on the ground, identifying bottlenecks and finding appropriate solutions. As a result, from July 24 to September 22, the department worked directly with 27 key businesses in sectors including automobiles, cement, metallurgy, electrical cables, plastics and textile fibers, such as Vicem Hoang Thach Cement One Member Co., Ltd., Ford Vietnam Ltd., Aurora Vietnam Footwear Industry Co., Ltd., Damen-Song Cam Shipyard Co., Ltd. and GFT Vietnam Co., Ltd.
The meetings showed that businesses were maintaining stable production while continuing to invest in technological upgrades and expand production. However, many factors are affecting their production and business plans. Some businesses reported difficulties related to investment procedures, land, the environment and minerals, particularly as a number of regulations are being amended, supplemented or newly introduced.
Businesses also reported continued volatility in consumer markets, rising input costs and difficulties in accessing capital, all of which are directly affecting production and business efficiency. Technical infrastructure serving production and the movement of goods in some areas has yet to meet development requirements, increasing costs and affecting production and business efficiency. Demand for orders is showing an upward trend, creating a need to increase production capacity, but the labor supply, particularly direct and skilled workers, has yet to keep pace.

Turning business recommendations into action
Through direct meetings with businesses, the Department of Industry and Trade has compiled the difficulties and recommendations raised by key industrial businesses, while classifying them by issue and the authority responsible for addressing them.
According to Pham Tuan Hai, Deputy Director of the Department of Industry and Trade, direct engagement with businesses enables the management agency not only to identify their difficulties but also to clearly determine the issues affecting each business's production capacity, investment and ability to expand. On that basis, the department compiles and classifies the recommendations to determine appropriate courses of action.
Matters falling within the city's authority are proactively submitted for consideration, while issues requiring coordination are referred to relevant departments, sectors and localities for joint resolution. For matters beyond its authority, the department compiles reports and proposes that central ministries and agencies consider them. Through this approach, the handling of business recommendations is linked to specific follow-up, coordination and resolution, closely addressing the issues businesses are facing.
In addition to addressing immediate difficulties, the Department of Industry and Trade is also focusing on creating favorable conditions for businesses to invest in and expand production. Developing industrial-cluster infrastructure, providing land for businesses and connecting them with industrial parks and clusters are among the areas that require continued attention to expand production capacity.
