Prime Minister Le Minh Hung and Hai Phong National Assembly Delegation meet with voters
Prime Minister Le Minh Hung and the Hai Phong Delegation of the National Assembly have met with city voters ahead of the 2nd session of the 16th National Assembly.
The Hai Phong Delegation of the National Assembly (NA) held a voter meeting ahead of the 2nd session of the 16th NA on the afternoon of September 24 at the Hall of the Do Son Ward Party Committee.
The meeting was held in person and online, with connections to the City Convention and Performance Center and 113 sites in communes, wards and special zones across Hai Phong.
Le Minh Hung, Member of the Politburo and Prime Minister, attended the meeting at the main venue.
Also attending were Le Ngoc Chau, Member of the Party Central Committee, Secretary of the Hai Phong Party Committee and Head of the City NA Delegation, and members of the delegation, among others.
At the meeting, voters focused their recommendations on completing policies and laws and addressing difficulties in such areas as land, the marine economy, urban development, business support, education and digital transformation.
Other opinions called for unified regulations on compensation, relocation and restoration of infrastructure facilities when the State reclaims land; guidelines for applying artificial intelligence in schools; faster connection and data sharing among specialized software systems to reduce repeated data entry and improve the quality of administrative procedure processing, among other issues.
Speaking at the meeting, Prime Minister Le Minh Hung said he was pleased to join the city’s NA deputies in listening to the thoughts, aspirations and recommendations of Hai Phong voters and residents ahead of the 2nd session of the 16th NA.
Giving an overview of the session, the Prime Minister said it would have a large workload and cover almost all areas of national governance. The session will focus on concretizing the orientations and decisions of the Party; completing institutions and addressing urgent practical issues; deciding on the socio-economic development plan, State budget, public investment and major balances for 2027; and reviewing and supervising national programs and major infrastructure projects.
Assessing Hai Phong specifically, Prime Minister Le Minh Hung noted that during the first eight months of 2026, the city continued to affirm its role and make positive contributions to the country’s overall results. Nine of the 10 major targets exceeded the projections or achieved positive results, with several indicators growing at higher rates than the national average, including public investment disbursement.
The Prime Minister acknowledged and commended the city’s Party organization, authorities, armed forces and people for their great efforts and decisive actions, which had made important contributions to the country’s overall results.
The Prime Minister asked Hai Phong to make the greatest possible effort to achieve growth of 13% or higher, while focusing on targets for budget revenue, investment attraction and public investment disbursement and addressing bottlenecks and outstanding issues in the city.
The Prime Minister expressed his confidence that, with strong determination, Hai Phong would achieve its targets for 2026.
Regarding voters’ recommendations, the Prime Minister said the opinions had practical value for legislative work, supervision and the city’s development requirements. Issues under the authority of the Government and the Prime Minister will be directed for resolution with clear deadlines and results.
Prime Minister Le Minh Hung affirmed that the NA delegation would continue to stay close to the grassroots level and listen to the opinions of Hai Phong voters and residents throughout the 2nd session. The Prime Minister expressed his hope that city voters and residents would continue to monitor, supervise and contribute to the delegation’s work, helping improve its quality.
Speaking at the meeting, Secretary of the Hai Phong Party Committee Le Ngoc Chau expressed his sincere thanks to Prime Minister Le Minh Hung for listening to, discussing and responding to the issues of concern to voters and residents and directing ministries and agencies to consider them. The city will seriously take note of and promptly and effectively implement the Prime Minister’s directions.
The Secretary of the Hai Phong Party Committee respectfully asked the Prime Minister to continue paying attention to and directing the provision of guidance on implementing the Urban Development Law; prioritize consideration of mechanisms suited to Hai Phong’s advantages and needs; and clearly regulate the transition between Resolution No. 226/2025/QH15 and the Urban Development Law, creating conditions for the city to soon apply the law’s provisions to socio-economic development.
For issues under the city’s authority, departments and agencies will urgently advise on solutions. The city will continue reviewing policies to support small- and medium-sized enterprises and invest in educational infrastructure and data and appropriate applications of artificial intelligence.
On behalf of the City NA Delegation, Secretary of the Hai Phong Party Committee Le Ngoc Chau fully acknowledged voters’ opinions and recommendations, affirming that the delegation would monitor, supervise and urge their resolution within the relevant authorities’ jurisdiction, while continuing to propose that the NA and Central agencies consider issues beyond its authority.
