Over VND 8.2 trillion investment in Ninh Binh - Hai Phong Expressway considered

The Hai Phong People’s Council is considering the construction of the Ninh Binh - Hai Phong Expressway’s section through the city and a neighboring province with more than VND 8.2 trillion.

The Hai Phong People’s Council’s Urban Affairs Committee worked with the Hai Phong Transport Construction Investment Project Management Board and a number of departments, sectors and localities on September 23 to appraise a draft resolution on the investment policy for the Ninh Binh - Hai Phong Expressway’s section through Hai Phong and 9 km in Hung Yen Province, the completion of the expressway and a route to Provincial Road 353.

The project was assigned by the Government to Hai Phong as the managing agency with an estimated investment of more than VND 8.228 trillion.

At present, sections of the Ninh Binh - Hai Phong Expressway in Hung Yen and Ninh Binh provinces are under construction. The section from the Ha Noi - Hai Phong Expressway to the coastal road is being actively implemented as approved by the Hai Phong People’s Committee.

Therefore, investing in the section from the coastal road interchange to the National Highway 37 interchange, located in Hung Yen Province, is necessary to complete the entire Ninh Binh - Hai Phong Expressway in accordance with the plan.

The project will create a transport corridor connecting Quang Ninh, Hai Phong, Hung Yen, Ninh Binh and Thanh Hoa and is consistent with the Politburo’s Resolution No. 45-NQ/TW on the construction and development of Hai Phong to 2030, with a vision to 2045.

The Urban Affairs Committee of the Hai Phong People’s Council required the Hai Phong Transport Construction Investment Project Management Board to continue providing explanations and clarifications on the issues raised during the appraisal session and urgently finalize the draft resolution for submission to the City People’s Council.

Communes and wards through which the route passes were asked to step up public communication, focus on site clearance and resettlement arrangements, and pay attention to social welfare issues during project implementation.

Relevant departments and sectors are to coordinate with the project owner and concerned units to implement the project once the City People’s Council approves the investment policy, ensuring progress and avoiding waste during implementation.
