Hai Phong steps up public investment disbursement
Hai Phong is reviewing each project, removing bottlenecks, and speeding up construction, acceptance and payment to complete the 2026 public investment disbursement plan.

Accelerating progress
Under an adjusted scenario, Hai Phong City aims to disburse about 65% of the capital plan by the end of the third quarter and complete the plan within 2026.
The City Party Committee has also called for speeding up the implementation and disbursement of 100% of the 2026 public investment and urgent development of the medium-term public investment plan for 2026-2030, with priority given to key works and projects that drive growth.
In Hong An Ward, public investment disbursement has been identified as a key political task. This year, the ward has total public investment of more than VND 37.5 billion from targeted additional allocations from the city budget to implement 11 works and projects. As of the reporting date, the locality had disbursed VND 27.656 billion, reaching 73.74% of the plan. The ward aims to raise the disbursement rate to 80% in the third quarter and complete 100% of the capital plan allocated for the year.
To achieve this target, the ward is focusing on completing project implementation procedures and strengthening coordination among specialized departments, project owners, contractors and consulting units. Difficulties arising during implementation are being reviewed and discussed for timely resolution, limiting their impact on progress.
In An Truong Commune, disbursement has also shown positive progress. In 2026, the commune is implementing seven public investment projects with a total investment of more than VND 73.4 billion, while the total capital plan allocated for the year exceeds VND 40.8 billion.
By September 15, the disbursement rate had reached about 80%, higher than the 74.4% rate in the city's overall disbursement scenario as of September 30. Key projects in the area are currently under construction on schedule.
Reviewing each project, removing each bottleneck

With little time remaining in 2026 while a large amount of capital still needs to be disbursed, localities are required not only to accelerate construction but also to simultaneously address related stages, from investment preparation, procedures and site clearance to acceptance and payment.
Nguyen Huu Lang, Vice Chairman of the Tu Ky Commune People's Committee, said the capital allocated to the commune in 2026 amounts to VND 73.866 billion, of which about 70% has been disbursed.
A major difficulty for Tu Ky lies in several projects using capital allocated by the city. A typical example is the project to renovate and upgrade District Road 191Q, which has a 2026 capital plan of VND 88 billion. The section running through Lac Phuong Commune faces difficulties with site clearance, with the handover of cleared land still incomplete, affecting construction arrangements. In addition, the contractor has not yet fully mobilized personnel, machinery and equipment, while fluctuations in material prices have also affected progress.
Based on this situation, Tu Ky Commune has determined that it must review the progress of each project and each bidding package, clarify the causes of delays and the responsibilities of each agency and unit, while focusing on removing site-clearance obstacles and urging contractors to mobilize additional personnel, machinery and equipment, increase working hours and deploy additional construction teams accordingly.
Along with speeding up disbursement, localities are required to focus on increasing budget revenues and strengthening management of land and construction order, reviewing and removing difficulties in meeting criteria for new-style rural building, particularly challenging ones. This is also an important condition for Resolution No. 11-NQ/TU to be put into practice and to promote its role as a driving force for Hai Phong's socio-economic development.
By August 31, the city's public investment disbursement rate had reached only 55.8% of the plan. The final four months of 2026 have been identified by the city as the “sprint” period, with a target of disbursing the remaining 46% of the capital plan.
