Urgently completing resettlement infrastructure

Synchronous technical infrastructure

In August 2026, after one year of construction, the Duong Kinh resettlement area project, covering 7.4 hectares and part of the Lao Cai – Ha Noi – Hai Phong railway construction project, was completed. The resettlement area has a synchronous system of roads, electricity, water supply, drainage, lighting, greenery and wastewater treatment facilities. The project has a total investment of VND 283.9 billion and provides 470 resettlement lots, meeting housing needs for about 1,880 people.

At resettlement projects in An Hung and An Khanh communes, contractors have completed a number of items, including ground treatment, roadbed construction, drainage systems, retaining walls and road surfaces. They are currently building wastewater treatment stations, electricity and information systems, paving sidewalks and completing other items. The projects have reached more than 70% of the construction contract value and are expected to be completed in November 2026.

At the resettlement project in Kien Thuy, the construction unit has completed topsoil removal, ground treatment, and construction of retaining walls, roadbeds and a wastewater treatment station, and is continuing to build technical infrastructure. The value of work completed has reached about VND 191.8 billion, equivalent to 62.27% of the construction contract value (excluding contingencies). The project is also expected to be completed in November 2026.

According to Duong Dinh On, Deputy Director of the Department of Agriculture and Environment, to implement the Lao Cai – Ha Noi – Hai Phong railway construction project, the city will acquire about 445 hectares of land, affecting about 5,650 households and 48 organizations.

Identifying resettlement as a key task, the City People’s Committee assigned the development of 22 resettlement areas in localities. By the end of July 2026, the localities had completed site clearance and handover to construction units to complete technical infrastructure, creating conditions for residents to stabilize their living arrangements after land recovery.

Resettlement and temporary accommodation arrangement

Alongside efforts to accelerate investment in the resettlement areas, reviewing and arranging resettlement is an issue of concern to residents. Nguyen Van Nguyen in Van Hoa Village, Kien Thuy Commune, said he fully supported the project implementation; however, there were three generations living in his house, so he hoped that resettlement support would ensure a balance between residents’ rights and local development.

From the local perspective, Vu Duc Nhien from the Kien Thuy Commune Construction Investment Project Management Board said the locality had arranged three resettlement sites for 88 households, whose technical infrastructure has basically been completed. The locality will review and approve resettlement applications in mid-September 2026.

To meet the goal of completing clearance for all residential land and other types of land in September 2026, Le Trung Kien, Vice Chairman of the City People’s Committee, has directed relevant localities and units to urgently complete the construction of technical infrastructure for the resettlement areas; hand them over to the People’s Committees of the concerned communes; review and assess local resettlement needs in accordance with regulations without reducing the scale or area of the resettlement areas to ensure sufficient lots are arranged as required; accelerate the preparation and approval of compensation, support and resettlement plans; and issue land acquisition decisions for organizations, households and individuals in accordance with regulations.
