Hai Phong moves to realize ambition of becoming coastal megacity

Hai Phong needs synchronized logistics infrastructure and appropriate mechanisms and policies to create momentum for businesses to go green, embrace digitalization, and realize Resolution 11.

Hai Phong’s seaport system is facing an opportunity for a strong breakthrough, with container throughput forecast to reach 13 million TEUs by 2030.

As one of Vietnam's leading growth poles, Hai Phong has been assigned by Central bodies a target of average annual GRDP growth of 13 – 14% for the 2026 – 2030 period. The Hai Phong Party Committee then issued Resolution No. 11-NQ/TU on July 15, 2026, affirming its strong political determination to realize its ambition for comprehensive development.

For the targets of Resolution 11 to truly become a reality, policymaking cannot remain detached from the dynamic realities of the market, particularly the logistics sector, the lifeblood of the port city’s economy. Hai Phong’s seaport system is facing an opportunity for a strong breakthrough, with container throughput forecast to reach 13 million TEUs by 2030 and, under a positive scenario, potentially nearly 16 million TEUs.

To implement Resolution 11’s orientation of turning Hai Phong into a globally competitive coastal megacity, the city is focusing on adjusting its management mechanisms.

The Hai Phong Logistics Association (HPLA) has proposed that management agencies only control the limits for receiving inland waterway and coastal transport vessels at inland waterway berths based on the vessels’ maximum tonnage and length, similar to the way seaports are regulated. This would allow businesses to proactively load the maximum number of containers, helping speed up cargo clearance at seaports and optimize transport costs.

The appeal of the economic corridor directly connected to Hai Phong continues to grow as major corporations expand their investments. Notably, DHL Supply Chain recently held a groundbreaking ceremony for the DHL North Logistics Campus in Hung Yen Province, with total investment of EUR 63 million.

The project is strategically located, with direct access to the Ha Noi - Hai Phong Expressway, and meets Grade A logistics warehouse standards with a clear height of 11.9 m. It is ready to integrate automation and rooftop solar power systems. The project will contribute to completing logistics infrastructure and meeting the needs of modern supply chains.

For enterprises to feel confident investing in and accompanying the city in the spirit of Resolution 11, the business community expects more practical support policies. These include financial incentives such as reductions in value-added tax and corporate income tax for businesses operating container transport by inland waterways and coastal routes, as well as port infrastructure investors, over the next 3 - 5 years.

In addition, “green credit” packages with preferential interest rates for businesses building new low-emission vessels are expected to create momentum for the logistics sector.

Notably, Hai Phong’s policy of considering exemptions from seaport infrastructure fees for containers transported by inland waterways, coastal routes and railways through 2030 will create a competitive advantage, helping attract domestic and transshipment cargo from neighboring areas through Hai Phong’s ports.

To successfully implement Resolution 11, it is necessary to renew personnel work, strengthen administrative discipline and ensure a healthy business environment. The combination of the strategic orientation of the Hai Phong Party Committee and the efforts of the business community will create a foundation for the city to make a breakthrough and continue to play the role of the country’s economic locomotive in the new period.
