Prioritizing high-connectivity projects to drive growth
Chairman of the Hai Phong People’s Committee Do Thanh Trung has worked with eight localities in Thuy Nguyen on proposals for investment in transport infrastructure projects.
Do Thanh Trung, Deputy Secretary of the Hai Phong Party Committee and Chairman of the Municipal People’s Committee, chaired a meeting on the afternoon of September 10 with eight wards and communes of Thuy Nguyen, Nam Trieu, Bach Dang, Le Ich Moc, Thien Huong, Hoa Binh, Luu Kiem and Viet Khe on socio-economic development.
Representatives of the eight localities’ leaders gave brief reports on notable results in implementing socio-economic development tasks and ensuring national defense and security during the first eight months of the year. In particular, budget collection, disbursement of public investment and site clearance for key works and projects in the localities had all achieved positive results as of August 2026, becoming bright spots of the city.
Representatives of municipal departments and sectors exchanged views and analyzed difficulties and obstacles in implementing key projects and works in the eight wards and communes, as well as site clearance and the construction of resettlement areas, industrial parks and industrial clusters.
Concluding the meeting, Chairman of the Municipal People’s Committee Do Thanh Trung acknowledged, commended and highly appreciated the results achieved by the eight wards and communes in socio-economic development during the first eight months of 2026. He particularly acknowledged the decisive involvement of the localities in site clearance, contributing to speeding up the implementation of the city’s key works and projects.
The Chairman of the Municipal People’s Committee emphasized that, to achieve the target of GRDP growth in the last six months of 2026 and an average annual growth rate of at least 13% during the 2026 – 2030 period, the localities need to maintain a high level of focus and make major efforts to strive to exceed the targets for budget collection and public investment disbursement in 2026. This will create a foundation and driving force for socio-economic development and growth in the following years.
Regarding the proposal to develop a shipbuilding industrial cluster, Chairman of the Municipal People’s Committee Do Thanh Trung asked the localities to carefully study and calculate the plan to ensure its conformity with planning, avoiding fragmentation, inefficiency and impacts on the environment.
Regarding resettlement area projects serving site clearance, transport projects and connectivity infrastructure, the Trung basically agreed with the proposals of the localities, while noting that resettlement areas should be developed in a concentrated manner with synchronous investment, avoiding small-scale projects that increase investment costs.
For projects to upgrade and expand transport routes, investment efficiency must be carefully assessed, and only projects that are truly necessary and have high connectivity should be implemented, creating conditions to tap potential and promote socio-economic development in the coming period.
Before working with the localities, Trung and his entourage checked the progress of several works and projects, including the construction of Phi Liet Cemetery in Viet Khe Commune; social housing construction in Hoa Binh Ward; a resettlement area in Bach Dang Ward; the building of a road from Bac Song Cam urban area to the road from VSIP industrial park to Vu Yen Island in Thuy Nguyen Ward; etc.
Following the inspection, Chairman of the Municipal People’s Committee Do Thanh Trung asked the localities to urgently complete site clearance; project owners and construction contractors to focus on accelerating implementation and ensuring project progress. For resettlement and social housing projects, attention should be paid to synchronous investment in technical infrastructure, particularly drainage systems, parks and green spaces, toward modern and civilized development.
