Focusing resources to create breakthroughs in health sector
Chairman of the Hai Phong People's Committee Do Thanh Trung has required concentration of resources on removing bottlenecks, creating breakthroughs and improving the quality of public healthcare.
Do Thanh Trung, Deputy Secretary of the Hai Phong Party Committee and Chairman of the City People's Committee, held a working session on September 9 with the Department of Health on public healthcare; the implementation of the Politburo’s Resolution No. 72-NQ/TW on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health; and several key tasks of the health sector in the coming period.
Prioritizing resources for healthcare
Chairman of the City People's Committee Do Thanh Trung acknowledged and highly appreciated the sense of responsibility and proactive approach of the Department of Health in carrying out tasks to care for, protect and improve people's health.
Trung asked the Department of Health to focus on implementing the peak campaign “90-day sprint to universal check-ups,” ensuring progress, quality and effectiveness, with the goal of completing the assigned targets before October 25, 2026.
The department was tasked with urgently reviewing and forecasting demand for medicines, vaccines and medical supplies; organizing procurement and bidding in accordance with the law, ensuring publicity, transparency, competition and effectiveness; developing appropriate classification plans and mechanisms for placing orders, assigning tasks and providing budget support for each group of units.
The Chairman of the City People's Committee asked the People's Committees of communes, wards and special zones to coordinate with the Department of Health to organize and arrange the network of health stations; ensure facilities, locations, land and necessary conditions for health stations to operate stably. Management of private medical and pharmaceutical practice in the locality must also be strengthened.
Ensuring essential and emergency medicines
Reporting at the working session, Director of the Department of Health Le Minh Quang said that since July 1, 2025, the department has focused on reviewing and completing its organizational structure following merger, ensuring stability and the continuous maintenance of professional operations.
The capacity for medical examination and treatment, specialized technical services and health insurance has been improved. Hospitals have mastered many advanced techniques, including organ transplantation, cerebral vascular intervention, 3D endoscopic surgery, open-heart surgery, pediatric cardiovascular intervention, corneal transplantation, assisted reproduction through in vitro fertilization, cancer radiotherapy and stem cell therapy.
Preventive healthcare, disease control and management of non-communicable diseases have been proactively implemented. The supply of medicines and medical supplies in the city has basically met treatment needs, with no shortages of essential or emergency medicines.
Implementing eight key tasks
To improve public healthcare, Director of the Department of Health Le Minh Quang said the sector will focus on eight key tasks in the coming period, including completing the peak campaign for universal health checkups before October 31, 2026; conducting a substantive assessment of the operations of 27 regional medical centers; and preparing for the transfer of responsibilities for disease prevention, population affairs, and health education and communications to the commune level in 2027.
The sector will focus on controlling hand, foot and mouth disease and dengue fever; maintain routine immunization and ensure the supply of vaccines against 10 dangerous infectious diseases; strengthen food safety at collective kitchens, schools and industrial parks; and provide care for elderly people, children and social protection beneficiaries.
A breakthrough will be created in human resources and professional expertise, with a focus on developing a roadmap to attract 1,222 doctors, prioritizing health stations, special zones, hard-to-recruit specialties and high-tech fields.
The sector will develop Viet Tiep Hospital into a regional general one serving the northern coastal region, and the Children's Hospital and Obstetrics and Gynecology Hospital into regional hospitals. It will also maintain electronic medical records at 100% of public hospitals and strive for more than 98% of the population to have electronic health records.
