The project has a total investment of more than VND 456 billion and is scheduled for implementation from 2025 to 2027.

Speaking at the groundbreaking ceremony, the management board leader asked contractors to mobilize sufficient personnel, machinery, equipment, materials and other necessary resources to organize construction in a scientific and continuous manner, in accordance with the approved design documents and committed schedule. They were also required to strictly comply with regulations on occupational safety, fire prevention and fighting, environmental sanitation, traffic safety, and security and public order.

On the same day, the Hai Phong Civil and Industrial Construction Investment Project Management Board held a groundbreaking ceremony for Package No. 13, covering earth filling and retaining wall works in Duong Kinh Ward resettlement area under the project to build infrastructure for resettlement areas in Hung Dao and Duong Kinh wards.
The large-scale project, which is of important significance, is being implemented to mark the 81st National Day (September 2, 1945 - 2026) and contribute to creating a land fund for resettlement and expand the city's urban space.

The project comprises two resettlement areas with a total area of about 11.33 hectares. As part of the overall project, this is one of the first packages to be implemented, directly preparing the construction site, addressing differences in ground elevation and building retaining wall systems to ensure stable conditions for the subsequent construction of technical infrastructure in the resettlement area.

The day also marked the groundbreaking of the construction and equipment installation package for a wastewater treatment plant under the project to build infrastructure for the resettlement area in An Hai Ward, undertaken by the Hai Phong Civil and Industrial Construction Investment Project Management Board.
The wastewater treatment plant has a capacity of 550 m3/day and is an important component in completing the technical infrastructure and ensuring environmental conditions for the resettlement area once it is put into operation.
