Transport infrastructure – ‘engine’ of Hai Phong’s growth
Hai Phong is accelerating investment in transport infrastructure to enhance connectivity, expand development space and create momentum to achieve the GRDP growth target of 13% or higher.
Removing bottlenecks, strengthening connectivity
The target of achieving GRDP growth of 13% or higher during the 2026 – 2030 period requires Hai Phong to create sufficiently strong drivers for the economy. Among them, investment in transport infrastructure is expected to address connectivity bottlenecks, expand development space, reduce logistics costs and attract additional investment resources.
Residents also have high expectations for new transport projects. Doan Si Huy, a resident of Vinh Hai Commune, was excited when construction began on the road connecting National Highways 5 and 10 through Vinh Bao and Kien An, with the goal of opening the route to traffic before the 2028 Lunar New Year.
Once the road is completed, the distance from Vinh Bao to the city center will be shortened to less than 30 km, significantly reducing travel time and making travel more convenient. Huy hopes the project will be constructed, completed and put into operation on schedule.
In previous years, Hai Phong focused on investing in bridges spanning rivers; however, in recent years, transport infrastructure projects aimed at strengthening connectivity and expanding development space have been prioritized. Typical projects include the construction of Tan Vu – Hung Dao – Bui Vien section of Ring Road 2, the construction of Nguyen Trai Bridge and urban upgrading in surrounding areas, the construction of the Lao Cai – Ha Noi – Hai Phong railway, the Ha Noi – Quang Ninh high-speed railway, East-West connecting roads across the city, etc., which are being prioritized for implementation.
The “engine” of growth
Once Ring Road 2 is completed, together with projects such as Ring Road 3, East-West connecting roads, the Lao Cai – Ha Noi – Hai Phong railway, the Ninh Binh – Hai Phong Expressway and the road connecting Gia Binh Airport with Lach Huyen Port, a seamless transport network will gradually take shape.
During recent inspections of the progress of several key transport projects in the city, Le Ngoc Chau, Member of the Party Central Committee, Secretary of the City Party Committee and Head of the City National Assembly Delegation, emphasized that the projects not only play a role in strengthening transport connectivity, expanding development space and attracting investment. Therefore, project owners, contractors and local authorities must take strong and coordinated action, establish critical-path schedules for each contract package and project, and promptly resolve difficulties and obstacles, particularly those related to site clearance and construction material supplies. At the same time, construction must be organized scientifically to ensure project quality and progress.
The pressure is even greater as Central bodies have assigned Hai Phong a GRDP growth target of 13 – 14%, among the highest in the country. This also reflects the Central government's expectations for Hai Phong's role in the nation's era of advancement. The City Party Committee has issued Resolution No. 11-NQ/TU on strengthening leadership and direction in implementing the GRDP growth targets for the last six months of 2026 and the 2026 – 2030 period, striving for an average annual growth rate of 13% or higher.
This target is not merely a figure to strive for but has been translated into specific works and projects. Transport projects, in particular, are expected to become the “engine” that allows public investment to spread throughout the economy, creating additional momentum for growth.
