Linking task progress to official evaluations

The Standing Committee of the Hai Phong Party Committee has called on authorities at all levels and sectors to urgently complete tasks due in September, clearly identifying responsibility if work continues to be delayed.

Le Ngoc Chau, Member of the Party Central Committee, Secretary of the Hai Phong Party Committee and Head of the City National Assembly Delegation, chaired a meeting of the City Party Committee’s Standing Committee on September 4 to discuss a number of important issues.

9 of 10 key targets show positive results or exceed the scenario

In August, the City Party Committee and its Standing Committee and Standing Board focused on providing comprehensive leadership and direction for political tasks and implementing resolutions, conclusions and directives of the Party Central Committee. At the same time, the city paid attention to Party building, organizational restructuring, and tasks related to socio-economic development, public investment management, the budget, land, urban areas, science, technology, innovation, and digital transformation.

The socio-economic situation continued to show positive trends. By the end of August, 9 of the 10 key socio-economic targets were projected to either exceed the scenario or show positive results.

Total State budget revenue in the city in the first eight months was estimated at VND146.682 trillion, equivalent to 75.3% of the estimate assigned by the Central government, 22.5% above the eight-month revenue plan and up 10.7% year on year.

Trade, exports, port operations and tourism continued to grow. Export turnover in the first eight months was estimated at US$42.2 billion, up 14.6% year on year and exceeding the set scenario. Cargo throughput at the city's ports was estimated at 134.34 million tons, up 11.74%. The city was estimated to welcome more than 12.74 million tourist arrivals.

Foreign investment attraction in the first eight months was estimated at more than USD3.47 billion, 1.75 times the figure recorded in the same period last year and exceeding the scenario. The city was estimated to have 5,373 newly established businesses, exceeding the eight-month scenario and reaching 71.64% of the year’s plan.

Making work results the benchmark for official evaluations

In his concluding remarks, Secretary of the City Party Committee Le Ngoc Chau acknowledged the results achieved in August while calling for a full assessment of difficulties and challenges and specific identification of the causes and responsibilities for each shortcoming and limitation, rather than making general assessments.

The Standing Committee of the City Party Committee called for continued efforts to strengthen solidarity and unity and build a clean and strong city Party organization with sufficient capacity to successfully carry out the political tasks assigned by Central bodies. Party committees at all levels must urgently translate new resolutions, conclusions and directives of Central bodies into programs and plans suited to the practical conditions of each locality, agency and unit, and organize their implementation.

The Standing Committee of the City Party Committee required continued strong improvement of the investment and business environment and competitiveness in access to land, investment management and administrative reform. Procedures for handling public investment projects and projects funded outside the budget must be reviewed and developed in a seamless and coordinated manner, with unnecessary procedures reduced to the greatest extent possible, and clear timelines, agencies and individuals responsible for each stage made public so that investors can monitor and supervise the process.

The Standing Committee of the City Party Committee called for the definitive resolution of long-standing projects facing difficulties and obstacles, supervision of the arrangement and handling of surplus public offices and assets following the reorganization of administrative units, and accelerated progress in formulating the Master Plan for Hai Phong through 2050, with a vision to 2075.

In September, relevant agencies will focus on completing the project “Building and developing Hai Phong into a modern international logistics hub associated with an international seaport and connected to economic corridors and belts” for submission to the Government for consideration and decision. Surveying, cadastral mapping, land registration and development of the land database will continue according to the schedule for completion in 2026.

Secretary of the City Party Committee Le Ngoc Chau required that the results of implementing socio-economic development targets and tasks, particularly delayed, overdue or unfinished tasks, be an important basis for evaluating and rating collectives and individuals and considering cadre responsibility, ensuring that every task has a clearly identified person, responsibility and result.
