Hai Phong makes breakthroughs in social and rental housing development
Hai Phong is making strong breakthroughs in developing social and rental housing, becoming one of the leading localities in Vietnam.

Notable initial results
According to the Department of Construction, 67 social housing projects with a total scale of more than 85,000 units have been being implemented across Hai Phong. An estimated 73,500 units will be completed and put into use during the 2021 – 2030 period, exceeding the target assigned by the Government by 40% (49,400 units). In the first six months of 2026, the city completed 1,383 social housing units, nearly 400 units more than the projected figure.
For the rental housing segment alone, since 2016, the city has put into use many new, spacious and modern apartment complexes, helping increase the stock of rental housing under public ownership and improve living conditions for thousands of households.
In the market, 15 rental housing projects have initially been developed, with a total of more than 4,900 apartments. To date, 744 apartments have been completed and are eligible for use, while 605 are being stably operated as rental housing.
Not only has the city achieved notable results in terms of quantity, social and rental housing development in Hai Phong is also being affirmed through quality, with the requirement for “three goods” in housing: good location, good quality and good prices.
The buildings and apartments are modernly constructed, ensuring safety, with all basic amenities and green living spaces and quality approaching that of commercial housing. Sale and rental prices are also appropriate for residents’ incomes.
Breakthrough solutions

According to Nguyen Hoai Long, Deputy Director of the Department of Construction, housing demand in Hai Phong remains very high. During the 2026 – 2030 period, due to the impact of increasing mechanical population growth, the attraction of workers from other localities and changes in the structure of the administrative apparatus, demand for housing in Hai Phong will rise significantly. The total demand for new social housing development across the city is about 49,000 units. Workers and employees in industrial parks and economic zones alone need about 18,000 accommodation units.
Hai Phong is one of the leading localities in combining budget funding and corporate capital to develop social and rental housing.
Accordingly, the city is gradually limiting small-scale, fragmented social housing projects and shifting toward larger-scale ones. The city has adopted a policy of creating a clean land fund and prioritizing suitable land with favorable locations in terms of technical and social infrastructure for social and rental housing; creating a “green lane” mechanism for projects by reducing administrative procedures and completing investment procedures...
As a result, the city is creating greater appeal and encouraging businesses to invest and join hands with the city in developing social and rental housing. Under the Housing Development Plan for the 2026 – 2030 period, the Municipal People's Committee has approved and selected investors for 27 large-scale social and worker housing projects, with a total supply of about 37,698 units.
Alongside encouraging investors, the city is gradually establishing mechanisms and resources to proactively and sustainably develop its rental housing stock. On June 23, 2026, the Municipal People's Council approved an additional VND 774.6 billion from the budget, increasing the charter capital of the City Development Investment Fund to more than VND 2.054 trillion to carry out the functions of the Local Housing Fund.
