Hai Phong is stepping up science, technology and innovation, bringing ideas and solutions into practice to create new growth momentum.

Innovation becomes part of daily life

The Smart Hai Phong platform is gradually becoming a practical digital tool, bringing the government closer to the people. The city has just developed a new version with a more intuitive and user-friendly design, fewer steps, automatic location identification and AI-powered speech-to-text when users submit feedback and recommendations. By August 2026, the app had recorded more than 159,100 downloads and more than 1.06 million uses.

The city is studying a Data Analysis Center and AI applications in State management, public investment, transportation, the environment, health care and administrative reform. Nearly 68,000 cadres, civil servants and public employees have participated in the AI Application Contest in task performance, while a virtual assistant to support cadres, civil servants and public employees is expected to operate in 2026.

Digital transformation is moving from digitizing processes to leveraging data, and from service delivery to smart governance. Specifically, nearly 100% of administrative procedure dossiers can be submitted online. The public satisfaction rate reached 99.28% in 2025, showing that the spirit of innovation is present in many areas, bringing practical benefits and making things more convenient for people and businesses.

In addition, Techfest Haiphong 2026 showed that the city's innovation ecosystem is expanding. After nearly 10 years of implementation, this year's event attracted more than 200 domestic and international businesses, showcasing more than 1,000 technologies and solutions at 150 booths, covering AI, big data, smart seaports, automation, logistics, biotechnology and the green economy.

The city is a promising space for technology cooperation. Chen Tao, General Director of Eager Kenner Hitech Vietnam Co., Ltd., said the city is creating a favorable environment for technology businesses to connect and cooperate, turning ideas into value. The company plans to expand production, increase capital and cooperate with universities and research institutes to conduct research and localize materials in Vietnam.

Xiong Bao Lin of Guangxi Transport Science and Technology Group hopes to expand cooperation with Hai Phong in smart border gates, transportation, logistics, new materials, urban renovation and smart water supply.

Determination to build an innovation ecosystem

With advantages in industry, seaports, logistics, marine economy and investment attraction, and with its expanded development space, Hai Phong needs the “leverage” of technology and innovation to create high added value.

Deputy Minister of Science and Technology Hoang Minh said Hai Phong is one of the localities making rapid progress in science, technology, innovation and digital transformation. He also oriented the city toward becoming an innovation center of the Northern Coastal region, with businesses at the center of the innovative startup ecosystem, promoting the commercialization of research results, developing human resources and expanding international cooperation.

Vice Chairman of the Hai Phong People's Committee Hoang Minh Cuong emphasized that science, technology, innovation and digital transformation are opportunities for the city to make a breakthrough, transform its growth model and build a knowledge-, technology- and innovation-based economy.

Hai Phong currently ranks fourth nationwide in the 2025 Provincial Innovation Index and has remained among the country's top five localities for three consecutive years. The city was listed among the world's Top 1,000 innovative startup ecosystems in 2026 by StartupBlink and aims to enter the Top 200 innovative cities globally by 2030.
